The Battle Creek VA Medical Center is hiring a Psychologist to serve as the Program Manager for the Primary Care/Mental Health Integration Program (PCMHI). This position is aligned under the Psychology Service and is stationed at the Wyoming, MI Clinic.
Duties
General Information about this position:
This position serves as the Program Manager for Integrated Care Program of Battle Creek VAMC (515). This position reports directly to the Chief, Psychology Service. Responsibilities are complex in scope, involving: 1) administrative management of mental health services that are provided within medical settings such as primary care, 2) supervision of the multidisciplinary staff within them, 3) coordination of the clinical services provided, 4) quality improvement monitoring and data collection, and 5) ensuring that services meet VHA and accreditation standards. The Integrated Care programs are customer-service oriented, meeting a variety of emotional, psychological, behavioral, interpersonal, and social needs of patients. These services contribute significantly to the level of health care provided by this agency. Decisions are made exercising very wide latitude and independent judgment.
Essential Program Management and Supervisory Responsibilities:
Integrated Care Program Management:
Provide direct or indirect (through subordinate supervision) administrative and professional supervision of multi-disciplinary staff. These responsibilities are complex in scope and spans all locations.
Line and staff authority for resource allocations within the area of responsibility.
Ensure efficient operation of the PC/MHI programming including performance improvement activities
Collaborate with Chief Psychologist, Primary Care Service Line, Mental Health Service Line Leadership, CBOC's, and PACT regarding integration of services and programming.
Insure immediate expert mental health consultation to the entire primary care and medical care service lines and continued collaboration and integration of services.
Organize resources to insure immediate access to exceptional, integrated mental health care within primary care settings at all Battle Creek VAMC locations.
Responsible for completing and monitoring focused and ongoing professional practice evaluations for privileged and credentialed psychology staff
Insure early identification (psychological and psychiatric screening and assessment) and intervention for the full spectrum of mental health problems, chronic diseases, and health interfering behaviors while eliminating common barriers to mental health care.
Insure high quality, evidence-based, patient-centered services to include: Individual, family, and group psychotherapy and psychoeducation; psychiatric medication consultation and management; and mental health case management and treatment coordination.
Facilitate a stimulating environment of mission-centered continuous improvement.
Insure compliance with the Mental Health Uniform Services Package. S/he develops and implements procedures so that the minimum structural and process requirements stipulated by VACO for PC-MHI are satisfied.
Insure team member compliance with performance measures.
Insure a high quality training experience for pre-doctoral, doctoral, and resident trainees.
Oversee the establishment of program monitors and outcome measurements within programs using data-driven quality assurance processes.
Responsible for timely completion of all program evaluations and documents required by the Medical Center or healthcare system, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate.
Use local stakeholder data to monitor and maintain an acceptable level of customer service.
Clinical Responsibilities
Provides a full range of psycho-diagnostic services including assessment and using the most appropriate psychotherapeutic techniques in providing quality care.
Provides a full range of therapeutic interventions including: individual and group therapies for a full range of behavioral, adjustment and lifestyle problems.
Academic/Teaching/Training
Supervises psychology practicum students, interns, and post-doctoral residents.
Is involved in the training of medical students, medical and psychiatric residents, nursing students and fellows, and other graduate or post-graduate trainees, as appropriate.
Provides training to Medical Center staff regarding behavioral health programs, and provides leadership guidance on medical staff education, as appropriate.
Other Significant Responsibilities
Serves on Medical Center Committees and workgroups such as the Opioid Reduction Workgroup, the Dementia Committee, Psychology Training Committee, Mental Health Performance Measures Workgroup.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered fulltime, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). NOTE: Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia.
Experience: In additional to meeting the basic requirements as stated above, you must have the following:
At least three years of experience as a professional Psychologist, with at least one year equivalent to the GS-13 level.
In addition to the experience above, the candidate must demonstrate ALL of the following KSA's:
Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
Skill in managing and directing the work of others to accomplish program goals and objectives.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to establish and monitor production and performance priorities and standards.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
