Duties
Integrates psychometric insights into workforce planning to help the agency anticipate and address skills gaps, plan for succession, and develop training programs.
Conducts detailed studies of the organizational structure, functions, and programs to enhance processes.
Advises on workforce modeling and studies, Mission Critical Occupational assessment, identification and revalidation, Organizational Design and Structure, and trends and polices to meet the human resource capabilities.
Assists with design, implementation, and overseeing competency assessment programs critical to identifying organizational capabilities and development needs.
Participates in studies and analyses of issues affecting life cycle career management, develops occupational series competencies, both technical and non-technical for all occupational series.

Qualifications
To qualify for a Personnel Psychologist, your resume and supporting documentation must support:
A. Basic Education: A bachelor's degree or higher: major or equivalent in psychology. Applicants must submit a copy of their official college transcripts from an accredited educational institution which reflects that a degree was conferred, and the date conferred. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-13: Supports the development of strategic workforce plans by utilizing psychometric data; Conducts detailed studies of the organizational structure, functions, and program to enhance processes; Assists with design, implementation, and overseeing competency assessment programs.
GS-14: Develops competency models and selection assessment tools; Creates career maps for all occupational series; Comprehensive knowledge of psychology concepts and use of experimental, observational, and quantitative methods in the study of behavior.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
