These positions are located in the Facilities Service Line of the Tomah, Wisconsin VA Medical center and serves as a Maintenance Helper performing a variety of sub-journeyman level tasks associated with a variety of trades. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

Duties

The Maintenance Helper performs a variety of sub-journeyman level tasks associated with a variety of trades and crafts, including carpentry, plumbing, electrical, painting in the general maintenance and repair of building interiors. Major Duties: Works under various supervisors depending upon the primary trade or craft area he/she is working in. Independently completes routine assignments in accordance with general policy, past practices and generally accepted trade practices. Regularly exercises judgment to accomplish work. Completes assignments in accordance with simple drawings or specifications. Utilizes safety practices and procedures following established safety rules and regulations to maintain a safe and clean work environment. Assembles and installs furnishings, signage and similar items. Uses and accounts for all tools and equipment such as screwdrivers, pliers, wire cutters, strippers, drills, soldering irons and manual or power conduit benders and threads. Prepares or gathers all necessary tools and equipment for projects or assignments. Cleans, oils and greases all tools and equipment. Assists in the removal, repair and installation of electrical components and wiring. Completes minor plumbing repair including faucets, plugged toilets, etc. Constructs, alters, maintains and repairs building structures, partitions, panels, tool cabinets, bookcases, work benches, modular furniture and other items. Performs other related duties as assigned. Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM. Work schedule is subject to shift changes, weekends, and holiday work as needed. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook, X118C, WG-4100 Series, (www.opm.gov/qualifications/x-118c). SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the questions. The screen out element for this position is as follows: Ability to do the work of a Maintenance Helper without more than normal supervision. This is described as ability to follow directions, guidelines, specifications and illustrations to assist higher level workers; basic knowledge of electrical trade practices to include the ability to learn electrical principles, components and assemblies; ability to use common hand tools and portable power tools associated with the electrical trade; basic knowledge of carpentry trade practices to include the ability to learn limited woodworking techniques to assist in assembling and installing or repairing items or structures; ability to learn proper and safe operation and maintenance of hand and power tools sufficient to perform simple and more routine duties such as sanding, sawing and drilling; and knowledge of basic safety procedures. Competencies Job Elements: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Makes repairs from work stands and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in tiring and uncomfortable positions. Uses hand and power tools and equipment that may require holding tools in uncomfortable positions for extended periods. Frequently lifts supplies, parts and equipment that weigh up to 20 pounds. May lift and move heavy and bulky materials weighing up to 40 pounds. Occasionally lifts or moves heavier items with assistance from other workers. Working Conditions: The incumbent generally works indoors in the medical center, but may also work outdoors, sometimes in bad weather. Work areas may be noisy, dirty, dusty, and greasy. There is frequent chance for minor injuries such as bruises, cuts, and scrapes, burns, sprains, etc. The use of safety gloves, safety glasses, ear plugs, or safety equipment and protective clothing may be necessary to avoid severe injuries. The possibility exists for exposure to communicable diseases and the incumbent must be well versed in infection control procedures and techniques. Universal precautions must be observed at all times by the incumbent. The incumbent may be exposed to the fumes, splashes or residues of a wide variety of commercial and industrial maintenance chemicals some of which may be toxic, caustic or acidic and could cause burns, skin irritation or allergic reaction while mixing, using or disposing of these chemicals.
