There is a position available in the Division of Hazard Analysis (EPHA), Directorate for Epidemiology (EP), Office of Hazard Identification and Reduction (EXHR), in the U.S. Consumer Product Safety Commission (CPSC).  EPHA serves as the technical center for the Commission in the areas of injury statistics and special studies. The Division plans, designs, develops and tests statistical methods to support hazard analysis as well as reviews, evaluates and analyzes data on potential hazards.

Duties

As a Mathematical Statistician, the selectee will be responsible for the initiation, formulation, and planning of major statistical studies, design of automated data retrieval and analysis procedures, and will make formal and informal presentations on the data, methods, and findings within EPHA to audiences inside and outside of CPSC.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following:   GS-11: (1) Applying statistical and survey design and analysis principles to data; (2) selecting or customizing statistical and/or data processing software/programs to characterize patterns and trends; and (3) formulating survey questionnaires and special study protocols.   GS-12: (1) Building analytical databases including defining data conventions; designing complex variables; and selecting imputation methods; (2) selecting the statistical methods for modeling or estimate generation and performing diagnostic testing to identify outliers and to assess departures from distributional assumptions; and (3) preparing drafts of annual reports, special study reports, quick response analyses to include documenting methods, data conventions, assumptions, results and findings for internal and public audiences. GS-13: (1) Leading a team in the planning and development of a statistical survey or study; (2) developing statistically defensible solutions to technical issues; (3) formulating sampling plans and experimental designs to generate unbiased, statistically valid data; and (4) conducting complex statistical analyses and writing related reports to be utilized when making professional presentations. Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify:

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

OR

B. Combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement indicated above, applicants must have specialized experience and/or directly related education as indicated below:

GS-11: Applicants must have a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree OR 1 year of specialized experience equivalent to at least the GS-9 grade level.

GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level.

GS-13: 1 year of specialized experience equivalent to at least the GS-12 grade level.
