This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties for the Associate Service Chief/ Associate CMOP Director Pharmacy include but are not limited to: Responsible for monitoring, development and evaluation of the activities of the CPS staff of the GCVHCS. This includes setting the agenda for the programmatic goals of the clinical section and delegating responsibility to the clinical staff for achievement of those goals. Plans work and sets priorities for the clinical pharmacy section. Responsible for the planning and development of programs consistent with the goal of the GCVHCS Pharmacy Service. Maintains an effective liaison with staff members of all professional disciplines and services for consultation regarding drugs, pharmacotherapeutic problems, relevant pharmacy operating policies and procedures and works with the pharmacy administration to change procedures, when necessary. Identifies any problems concerning the cost impact of changing prescribing patterns and offers recommendations to correct those problems to pharmacy and medical center administration. Periodically evaluates functional statements and performance standards of CPSs to assure completeness and applicability of clinical pharmacy functions performed. Coordinates the establishment of long and short-range goals for the acute care section and assists pharmacy administration in the establishment of long and short-range goals for the service. Responsible for management of the Department of Veterans Affairs funded Pharmacy Residency Program(s) throughout the system, assuring that all residents are properly oriented to GCVHCS. Responsible for monitoring of drug use for compliance with the formulary, with particular respect to cost-effective management of the use of available therapeutic agents and to make recommendations for system-wide interventions when deemed necessary to assure optimal usage of drug resources. Assists pharmacy administration in the evaluation and design of the service organizational structure to promote mission accomplishment. Performs selected drug utilization evaluations at the request of the Pharmacy and Therapeutics (P&T) Committee. Serves as an active member of committees as assigned. Responsible for ensuring maximum manpower utilization and productivity. Keeps the Chief, Pharmacy informed of all significant problems. Develops performance plans and standards that are realistic and challenging and relate whenever possible to organizational goals and objectives. Effectively manages the performance appraisal process. Ensures that pharmacy policies and procedures related to distributive pharmacy are reviewed and/or revised in a timely manner before expiration or as changes occur. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: GS-14 Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. In addition must be able to Demonstrated the following KSAs. The KSAs shown below apply to all assignments at this grade level. 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. *6. Ability to plan, organize and direct the functions of the pharmacy staff. Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director). References: VA HANDBOOK 5005/55 PART II APPENDIX G15 The full performance level of this vacancy is GS-14. Physical Requirements: Licensed pharmacists care for patients in all health care settings. They possess in-depth knowledge of medications that is integrated with a foundational understanding of the biomedical, pharmaceutical, socio-behavioral, and clinical sciences. To achieve desired therapeutic goals, the clinical pharmacist applies evidence-based therapeutic guidelines, evolving sciences, emerging technologies, and relevant legal, ethical, social, cultural, economic and professional principles. Accordingly, clinical pharmacists assume responsibility and accountability for managing medication therapy in direct patient care settings, whether practicing independently or in consultation/collaboration with other health care professionals. Clinical pharmacist researchers generate, disseminate, and apply new knowledge that contributes to improved health and quality of life. a. Physical Demands, Work demands standing (4 hours), walking (4 hours), repeated bending (4 hours), twisting, and carrying/lifting moderately heavy items (15-44 lbs). b. Work Environment: Pharmacy Technician care for patients in all health care settings. Environmental factors. May include outside and inside, excessive heat, cold, humidity as well as intermittent excessive noise, and working closely with others.
