This position serves as a Statistical Programmer for MIRECC, which functions under Behavioral Health Services of the CMC VA Medical Center. The work of this position involves performing scientific work and providing professional consultation in applying statistical theories, techniques, and methods to gather, analyze, interpret, and report quantified information.
Duties
Duties include, but not limited to:
Data Acquisition, Processing, and Analysis:
- Extracts and processes large volumes of highly complex clinical and administrative health services and operational data for analysis.
- Integrates clinical and administrative data extracted from multiple sources.
- Develops and implements appropriate validation and error checking processes for data extractions.
- Documents methods and reproducible computer programming for all data extractions and integrations performed.
- Converts data extracts into analytic datasets and files.
- Creates reproducible tables and graphical displays of summary statistics using appropriate statistical software.
- Obtains and maintains expert level knowledge of VA data acquisition and processing methodologies and techniques to support the Center's health services research program.
Data Management:
- Provides expert guidance and technical assistance to tailor data entry forms and develop user- friendly electronic interfaces for data entry, tracking, and queries.
- Configures data management systems to specified protocol requirements.
- Designs both simple and highly sophisticated electronic data collection forms, surveys, and questionnaires.
- Configures electronic randomization methods (e.g., simple, block, permuted block) Develops real-time data validation checks, dependencies, and piping.
- Trains study investigators and staff on use of study database for assigned projects Manage access rights to databases for assigned projects.
- Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extracts and processes large volumes of highly complex clinical and administrative health services and operational data for analysis. Develops and implements appropriate validation and error checking processes for data extractions. Documents methods and reproducible computer programming for all data extractions and integrations performed. Develops and implements procedures and techniques to audit integrity and validity of analytic programs. Converts data extracts into analytic datasets and files. Performs, validates, documents, and reproduces statistical analyses. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduation education leading to a master's degree or master's or equivalent graduate degree (Transcripts are required). OR,
Combination: Applicants may also combine education and experience to qualify at this level.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items such as instructional material, books, and manuals. No special physical demands are required to perform the work.
