The incumbent serves as an agent of the commander of assigned organization on accounting, payroll, finance, acquisition, logistics, capital asset management quality control of the VISN, and consensual managerial issues that require extensive examination by a financial professional.
Duties
Major Duties:-
Interprets policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities, plans, and .decisions.
Develops, coordinates and publishes regulations, directives and procedures; and provides guidance on their impact on the organization's management process.
Involves necessary staff elements in the coordination process.
Determines management information requirements; makes recommendations; and develops and monitors financial and operational systems and programs to assist the serviced managers in fulfilling their responsibilities.
Verifies proper use of funds, and monitors status of financial activity to preclude or detect violations of government statutes or other funding limitations.
Participates in the management process by analyzing results of operations and providing advice, assistance and guidance on alternative resource management practices, which may result in shifting resources, avoiding uneconomical practices, and modifying program direction.
Examines national operations applied within the Medical Center to determine compliance with existing law and governing VHACONACO regulations, directives, and policies.-
Recognizes as a technical expert and has the responsibility for administering all phases of audit operations involving specific problems or broad-based reviews at individual or multiple sections.
Determines resource requirements and prepares plans for conducting audits.
Develops advanced audit techniques to apply and coordinates the reviews
Prepares audit reports and presents to top management officials with the purpose of convincing them of the need to accept critical and in many instances highly controversial audit recommendations.
Serves as an advisor on current audit and internal review operations within the region and on legislative developments, proposed policies, and precedent and un-precedent cases.
Advises leadership and personnel on various national program issues and problems and on technical audit matters involving interpretation of regulations, preparation of audit programs and objectives.
Provides leadership in the development of workshops to address requirements and meet legislative standards.
Maintains a current expert knowledge of policy and procedures relating to financial, logistics, and capital asset management.-
Maintains technical expertise of computer assisted auditing tools and techniques as well as web-based activities.
Work Schedule: Monday - Friday 7:30am - 4:00pm (Subject to change based on the needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023.
Individual Occupational Requirements - Basic Requirements for Financial Auditors and Attestation Auditors
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: Possess at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathering, organizing, formatting, and preparing financial data in spreadsheets or specialized software; Measuring and communicating the levels of financial risk taken on by an organization and creating reports for management, or as part of an audit team; Performing analysis and evaluations related to all aspects of accounting, payroll, finance, management control, and risk management. Applying knowledge of analysis/reporting requirements, work processes, accounting systems structure and data produced to resolve significant accounting and management problems; Develops, coordinates, and publishes regulations, directives, and procedures; and provides guidance on their impact on the organization's management process. This experience must be supported by your resume to be creditable.
