The incumbent reports to the Supervisor, the MEDVAMC Associate Director, as one of ten VA Medical Centers under the complete control and guidance of the Network Financial Quality Assurance Manager (FQAM) in Veterans Integrated Services Network (VISN) 16. Incumbent submits national program audit results and special audit request results to VISN 16, VHACO, and Veterans Affairs Corporate Office (VACO) websites for deficiencies monitoring, tracking, and policy improvements if applicable.

Duties

Major duties and responsibilities include but not limited to: Interpret policies and procedures generated by higher headquarters to include implications of immediate and long-range management activities, plans, and decisions. Determine management information requirements; make recommendations; develop and monitor financial and operational systems and programs to assist the serviced manager in fulfilling their responsibilities. Verify proper use of funds, and monitors status of financial activity to preclude or detect violations of government statutes or other funding limitations. Participate in the management process by analyzing results of operations and providing advice, assistance and guidance on alternative resource management practices, which may result in shifting resources, avoiding uneconomical practices, and modifying program direction. Examine National operations applied within the Medical Center to determine compliance with existing law and governing Veterans Health Administration Corporate Office (VHACO)/Veterans Affairs Corporate Office (VACO) regulation, directives, and policies. Perform the most complex analysis and evaluations related to all aspects of accounting, payroll, finance, management control, and risk management. Initiate and coordinate audits that typically involve complex highly integrated accounting and operational problems. Interpret general guidelines from higher authority and applies governing precedent to meet local and regional requirements. Perform a variety of audits that are usually without precedent and require the use of advanced auditing techniques in gathering and evaluating pertinent data. Conduct entrance and exit conferences with management officials at the audit site. Perform Survey work to identify potential operational problems. Prepare lead sheets to identify any potential weaknesses in internal controls that need further study. Plan, develop, and prepare results in accordance the Government Auditing Standards and VHA/VA policies. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the Agency Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/07/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: A. Degree: You must have a Bachelor's degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, B. Combination of Education and Experience: You must have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. In addition to the Individual Occupational Requirement, GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reporting: Gathering, organizing, formatting, and preparing financial data in spreadsheets or specialized software; Recognizing risks: Measuring and communicating the levels of financial risk taken on by an organization and creating reports for management, or as part of an audit teams; Analysis: Performing complex analysis and evaluations related to all aspects of accounting, payroll, finance, management control, and risk management. Applying a comprehensive knowledge of analysis/reporting requirements, work processes, accounting systems structure and data produced to resolve significant accounting and management problems; Recommendations: Develops, coordinates, and publishes regulations, directives, and procedures; and provides guidance on their impact on the organization's management process. Note: This experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
