THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (ACCELERATED HIRE), Position Description Number T5127000 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. This vacancy does not meet the criteria for appointment of annuitants. * THREE POSITIONS AVAILABLE **

Duties

As a Financial Management Analyst, GS-0501-09, you will be responsible to have extensive knowledge of all pay operations that are handled by the Pay and Exam branch. The incumbent must be able to work independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Examines, analyzes, and interprets finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Possess extensive knowledge of all pay operations that are handled by the Pay and Exam branch. The incumbent must be able to work independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Examine, analyze, and interpret finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Evaluate facts presented to ensure validity, accuracy, and completeness of claims for customers. Request additional information and/or documentation, as required in order to make determinations on a payment's status to ensure timely and accurate payment. A thorough knowledge of the DJMS, DCPS, GFEBS, WAWF, DTS, and CAPS systems is required to examine, review, research, and correct payment transactions for pay accounts not covered by standard rules and regulations. Verify that substantiating documents are in proper order for authorized entitlements, support payments, to include command approval. Review and process special pay actions or problem cases generated by computer processing problems. Use system generated data to identify information in the system causing problems. Review substantiating and supporting pay authorization documents for propriety, authentication, and accuracy for compliance with applicable regulations, policies, and precedents. Compute and correct any pay irregularities or if action is to be returned to input source, provides specific guidance for corrective action. Maintain suspense on all actions returned and ensure all actions are processed within the specified time frame. Resolve the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Apply GAO decisions, policies, and procedures. Determine eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay. Compute payments using manual computations when required. Review pay accounts to settle the most problematic situations affecting entitlements and payments. Apply pay and tax laws, regulations, directives, and policies to all cases. Based on the analysis of pay accounts prepare necessary documentation to pay or collect entitlements and adjust effected taxes. Examine records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay and allowances are in accordance with prescribed administrative regulations and procedures. Responsible to assess travel settlements military permanent change of station (PCS) claims, to include possible dependent travel settlements, dislocation allowance entitlements, do-it-yourself moves (DITY) claims, and temporary duty travel (TDY) vouchers for wounded soldiers and their family members. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. Ensure work is processed in accordance with established guidelines, regulations, policies, and procedures. Review work within prescribed timeframes. Ensure workload is completed timely. Prepare and review various reports. Review for accuracy and timeliness on of all supported customers pay entitlements through appropriate DFAS Systems. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. Required to have extensive knowledge coding in GFEBS, CAPS-W, MYUNITPAY, JSS, DMO, DTS, and DCPS. Entrusted to act as the backup TASO and certifier in systems directed by the Supervisory Financial Technician. Perform other duties as assigned.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May occasionally be required to work other than normal duty hours; overtime and/or comp-time may be required.

Qualifications

The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews are optional. Veteran's Preference does NOT apply. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and educational requirements of the position. GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data. SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry level position. ARNG GS-0501-09, Entry/Novice: To qualify for hire consideration for the ARNG USP&FO GS-0501-09 position located in the JFHQ-State USP&FO, the applicant must be eligible for entry into the position's financial management certification career program based on the position's GS grade before final approval and appointment is processed. The applicant must have at least three months of basic finance program training that provided knowledge of financial principles and procedures. The applicant must have a basic understanding of the basic principles and concepts of the National Guard financial business program requirements. The applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures.The applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. For the ARNG USP&FO Financial Management Analyst position, GS-0501-09, the applicant must have the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable, and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Experienced and competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. As a condition of continued employment in the GS-0501-09 positions, dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position. THIS IS A FINANCIAL MGMT LVL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code section 1599d. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Education

Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
