THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5127P01 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. This vacancy does not meet the criteria for appointment of annuitants.

Duties

As a Financial Management Analyst, GS-0501-09, you will serve as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts.

  • May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews are optional. Veteran's Preference does NOT apply. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and educational requirements of the position. GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: A professional knowledge of practices, methods, and techniques of finance and accounting processes. Skilled in planning and developing the analysis, reviews, and examinations of pay accounts, interpreting findings, and developing or modifying methods and techniques to resolve a variety of identified problems/issues Skilled in utilizing computer assisted techniques, statistical sampling, interviews of required personnel, and/or other methods of obtaining required data. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. SPECIALIZED EXPERIENCE: 1 year equivalent to at least GS-7. Extensive knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. A detailed grasp of governing regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria in order to determine propriety of entitlements and pay. Detailed knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Detailed knowledge of the Defense Joint Military Pay Systems (DJMS) both active and reserve, Defense Travel System (DTS), MYUNITPAY, Defense Civilian Pay System (DCPS), General Fund Enterprise Business System (GFEBS), Defense MilPay Office (DMO). Knowledge of a variety of pay functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information and conducting extensive and exhaustive searches for required information. Knowledge of automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations. Specific knowledge of Microsoft (MS) Office suites of Access and Excel.

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
