This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the senior technician involved with the real time acquisition of engineering, scientific, environmental, topographic, geodetic, and hydrographic survey data associated with planning, design, construction, and maintenance of projects.
Duties
Plan, distribute and balance the workload among team members, assuring timely accomplishment of the assigned workload, monitoring status and progress of work, and making day-to-day adjustments of assignments as necessary.
Lead survey crew performing hydrographic and topographic surveys for mapping and field sites studies.
Plan, schedule and direct the various phases of the survey such as establishment of control and tide gages, preparation of survey systems, and collection and analysis of data.
Support geospatial data and photogrammetric mapping data collection utilizing appropriate methods and equipment such as various Global Positioning Surveys (GPS) devices, small Unmanned Aerial Systems (sUAS), and small Unmanned Surface Vessels (USV).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel (TDY) up to 30% or less each year.
- Medical/Drug/Physical test is required on a regular basis for this position.
- Appointment to this position may be subject to a one-year probationary period.
- Possess or obtain and maintain a valid USACE Boat Operators license or U.S. Coast Guard License within six months of appointment.
- Possess or obtain and maintain a valid state Driver's License.
- This position requires the employee to use personal protective equipment provided by the employer.

Specialized Experience for GS-07:
One year of specialized experience which includes 1) Working as part of a survey team; AND 2) Using survey equipment such as Global Positioning Systems (GPS), Real Time Kinematic Systems (RTK), and/or other survey equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as Surveying Engineering or Surveying Technology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Specialized Experience for GS-08:
One year of specialized experience which includes 1) Working as part of a survey team; AND 2) Using survey equipment such as Global Positioning Systems (GPS), Real Time Kinematic Systems (RTK), and/or other survey equipment; AND 3) Familiarity/experience using Unmanned Aerial Systems (UAS) and/or other specialized systems such as Terrestrial Light Detection and Ranging (LIDAR), etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Surveying Engineering or Surveying Technology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
Specialized Experience for GS-09:
One year of specialized experience which includes 1) Making decisions while leading a survey team; AND 2) Using survey equipment such as Global Positioning Systems (GPS), Real Time Kinematic Systems (RTK), and/or other survey equipment; AND 3) Using Unmanned Aerial Systems (UAS) and/or other specialized systems such as Terrestrial Light Detection and Ranging (LIDAR), etc.; AND 4) Reviewing survey field data for accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
