The incumbent will be the Workforce Development Officer (WDO) for the VA Northern Indiana Healthcare System (VANIHCS), providing oversight for workforce development, employee development, employee engagement, employee experience, and the New Employee Orientation Program. The incumbent will report to the Chief of Education and is responsible for the administrative functions for Workforce Development and Training as well as receive taskings and requests from the Executive Leadership Team directly.

Duties

MAJOR DUTIES: Administrative: 50% The WDO has programmatic responsibility for multiple programs affecting almost 2,000 FTE across 6 locations for NIHCS. The incumbent has responsibility to maintain an Employee Development and Recognition SharePoint Site, routinely create and use spreadsheets, PDFs, PowerPoints, word documents, emails, websites, logins and portals, and various files associated with all activities. The incumbent is responsible for conducting the All Employee Survey (AES) to include mapping, marketing, deployment, action planning, and documentation. The incumbent presents information on AES to employees, supervisors, town halls, committees, boards, and national offices such as the National Center for Organizational Development. He/she is responsible for conducting and oversight of the New Employee Orientation (NEO) Program for VANIHCS. They will plan, organize, lead, and conduct NEO to ensure accurate on-boarding for new employees in accordance with VA and VHA standards and terms. Oversight responsibility includes planning and conducting the Shaping My Future Program, School at Work Program, and Expanding Career Health Occupations Program, Supervisor Orientation, Leadership Development, and associated responsibilities. This includes announcements, application periods, reviewing and selecting applicants, reserving rooms for classes, transportation for students, and graduation ceremonies. He/she will review curriculum, update annually, incorporate best practices, and ensure programs are effective. He/she will also manage and control the operational completion of DiSC Profile assessment as well as ordering assessments, issuing codes, interpreting results, and coaching individuals based on outcome. Analysis: 30% Independently initiates and manages substantive projects and studies in employee engagement and workforce planning, analysis, and development, ensuring that outcomes support VANIHCS, VISN and VHA goals and priorities. The WDO is expected to become a subject matter expert in areas assigned for study to collect and analyze data, interpret findings, prepare reports, develop a VANIHCS Employee Engagement, Workforce Development, and Employee Development Plan, communicate findings, and make recommendations to facility management staff and the executive Leadership Team. Serves as a subject matter expert in areas assigned for study such workforce development, healthcare leadership, education curriculum development, adult education principles to conduct training, and program evaluation. BUDGET: 20% The incumbent manages contracts that affect employee engagement, supervisor development, employee development, and related areas. Incumbent will utilize these products through NIHCS as it applies and make program change recommendations based on outcomes. Ensures coordination and integration with other functional activities. The incumbent will prepare statements of work, complete contract paperwork in collaboration with utilization management and VISN Contracting and submit budget requests to fund contracts for multi-year use. The incumbent will use Executive Decision Memorandums through committees and boards to propose and document recommendations for budgeting, maintenance, and licensing fees. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: one (1) year of Specialized Experience that equipped me with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09). Examples of specialized experience would typically include, but are not limited to: Possess a comprehensive knowledge of health care management principles, health care delivery system and the VA policies and procedures. Knowledge of planning, development, coordination and implementation of workforce development policies, procedures, and initiatives as applicable to health care delivery system. Must possess strong analytical skills and strong oral and written communication skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D./equivalent doctoral degree program that demonstrate the knowledge, skills, and abilities necessary to do the work. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Transcripts Required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 36 credit hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year (18 credit hours) beyond the first year is equivalent to 6 months specialized experience. Transcripts Required. Physical Requirements: The work is primarily sedentary but may require standing for long periods of time when serving as faculty for training sessions. Involves long periods of computer use daily. Travel by automobile or air may be required. Travel between care sites is required.
