This position serves as the Data Analyst for the Customer Service Department and is responsible for the implementation and analysis of all performance metrics and initiatives at the VA Northern Indiana Health Care System. This position is located at the Fort Wayne VA Medical Center. The incumbent serves as a liaison between administrative and clinical staff at the health care system and will provide management with the analysis of all customer Service Department related data.
Duties
Extracts, analyzes and provides data to access treatment and services that impacts clinical endpoints, health status outcomes; estimated usage; characteristics of treating designated populations; evaluating patters of substitution against other products such as resource impact.
Monitors and maintains profiles, identifies transmission errors by review of Veterans Health Information Systems and Technology Architecture (VISTA) records.
Through data tracking, provides management with effective feedback that helps the organization operate successfully in a new personalized, proactive, patient-driven health care environment.
Advocates the cultural change for delivery of care.
Provides relevant clinical and/or administrative data to identify, quantify and resolve organizational problems.
Evaluate proposed changes or known deficiencies that have been identified and make recommendations to support new or revise policies and directives that will promote positive whole health outcomes.
Develop system requirements while understanding system limitations.
Reviews short-range budgetary and program requirements to assure their conformance with established agency policies.
Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis.
Ensures funds are available and being properly and effectively used to support program objectives.
Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems.
Conducts limited analyses to develop required data and information for reporting purposes.
. Ensures that monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments.
Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the non-medical financial assistance programs are in line with long range planning targets.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm (Subject to change depending on the needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and healthcare programs; possess Healthcare Informatics knowledge in the use of clinical software packages; thorough in-depth knowledge of the clinical environment (including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care); tracking and analyzing clinical programs for the purpose of improving processes and identify problem areas; and utilizing computers and applicable databases/software for statistical purposes and managing information systems; analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing; collecting and reviewing budgetary data, preparing budgetary data; Reviews short-range budgetary and program requirements to assure their conformance with established agency policies; develops additional analysis providing historical data of programs; Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations; Writes reports that detail the purposes for which funds were obligated and expended; Prepares special analyses, studies, and reports; Prepares documents needed to process budget estimates.
