The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats

Duties

Major Duties and Responsibilities: Serve as ODNI's lead for biosecurity issues within NCBC's Office of Mission Integration. Lead and oversee the planning, development, and evaluation of the related strategic planning documents in support of U.S. Government agencies' national security and foreign policy interests and programs. Direct the setting of collection and analysis priorities for national intelligence related to assigned missions. Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Provide direction to the group regarding the implementation of the NCBC Strategic Framework and Unifying Intelligence Strategy. Lead biosecurity-related outreach, education, and advocacy with IC, USG, and non-government stakeholders Work collaboratively with NCBC, ODNI/IC, and USG partners to identify and close key intelligence gaps that impede the USG ability to take effective biosecurity action. Lead group efforts with interagency outreach, education, and advocacy to effectively incorporate stakeholder requirements and capabilities into integrated intelligence strategies. Guide and mentor team members to promote use of best practices and to ensure common approaches to address biosecurity challenges. Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives. Represent NCBC, ODNI, and the IC at national security meetings, committees, task forces, and working groups, and serve as a focal point for any tasks related to biosecurity mission management subjects. Lead and oversee efforts to engage senior IC leadership on strategic priorities, intelligence needs and gaps, and cross-IC inter-dependencies in order to link resources to strategy.

Qualifications

Mandatory Requirements: Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts. Superior ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization. Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests. Superior strategic and tactical planning, critical thinking and analytical skills, required to propose innovative solutions and implement change with resourcefulness and creativity. Expert managerial experience with personnel and financial management policies, regulations, and practices. Superior ability to coordinate, network, and communicate across the IC and USG agencies to develop, coordinate and influence change. Desired Requirements: Program management experience, including experience drafting Statements of Work and monitoring expenditures to analyze cost-benefit against set priorities. Negotiation and leadership skills, the ability to exert influence and build consensus, and experience in reconciling competing interests. Experience and knowledge of U.S. Government customers of counterproliferation and biosecurity intelligence, including intelligence requirements underpinning USG efforts to discourage interest in WMD, deny or disrupt acquisition, degrade programs and capabilities, deter use, and mitigate consequences of use.
