The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Strategic Business Unit. It is noted that the incumbent will be researching laws and regulations, creating and establishing, initiating and building the programs and policies.
Duties
Develops, initiates, and implements administrative policies and procedures for areas of responsibility. Formulates proposed administrative directives and policies. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Recommends the establishment of, and prepares administrative policies, directives, and procedures for implementation throughout the facility.
Based on day-to-day observations, analysis of work processes, and special studies, the incumbent evaluates facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of highly complex administrative problems and conflicts.
Consults and coordinates with HR service staff in assessing computer equipment and software requirements. Prepares and processes acquisition requests. Plans and executes office moves, coordinating the logistics with engineering and information technology services.
Maintains SBU staffing list and organizational chart. Ensures that HR performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Oversees recruitment, selection, promotion, awards and training activities to ensure compatibility with staffing plans, personnel ceiling and funding levels as it pertains to the SBU office.
Takes a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA. Ensures that VISN 17 HR Consolidation SBU meets accreditation standards for Joint Commission on accreditation of Healthcare Organizations (JCAHO).
Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Employee has limited authority for a number of fund control points.
Employee assembles and compiles budget information and maintains a running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations.
Compiles information and prepares administrative reports for management briefings and for sharing with work groups. Oversees the management of time and attendance. Processes incoming and outgoing materials and documents such as local, VISN and national suspense items, correspondence, reports, and other forms of written communication coming to the attention of the VISN 17 HR Consolidation SSBP.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and monitoring the functions of administrative services within an office; managing budget activities; management and organizational techniques used to plan and perform analyses of issues or problems of a procedural or factual nature that are associated with manpower, personnel, productivity improvements and management controls OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above.

Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas of the facility in the course of performing their duties.
