You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) in the Human Resources Office Southwest of COMPACFLT HRO SOUTHWEST.

Duties

You will research, prepare, and support the command's position in replies to congressional correspondence as well as in litigation cases. You will advise all levels of supervisors in achieving positive discipline and in studying and analyzing the human relations aspect of the discipline problem. You will prepare and present management's case before the various third party administrative process. You will serve as an authority on labor relations matters and advises on managements positions in negotiations, disputes with unions, employee grievances, and other industrial problems. You will serve as a senior Labor Advisor providing the full range of labor and employee relations support to customer commands. You will serve as lead management representative or provide assistance to management in hearings before the Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority (FLRA) or unemployment appeals.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and applying employee and labor relations laws and regulatory requirements to advise an organization on negotiations and arbitrations. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and applying employee and labor relations laws and regulatory requirements to advise an organization on negotiations and arbitrations with closer supervision. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Substitution of Education at the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience
