The purpose of this position is to provide support to the Department through the production and delivery of educational/informational satellite broadcasts, presentation, and videotapes. The incumbent is responsible for the full spectrum of ILEAD video related services, provides video consultative services, keeps abreast of all new technologies associated with media and is responsible for communicating strategies and project management oversight to all video production staff.

Duties

The major duties of this position include but are not limited to: Assumes functional responsibility for the daily media production and delivery operations supervised. Coaches Video Production personnel in the selection and application of appropriate problem solving methods and techniques, provides advise on work methods, practices and procedures and assists personnel in identifying the parameters of a viable solution. Serves as facilitator and/or negotiator in coordinating Video Production initiatives and in consensus building activities among Video Production staff members. Performs a full range of supervisory duties and responsibilities for all media personnel and administrative personnel assigned as direct reports. Assigns work based on priorities, requirements of assignment and capabilities of employees. Evaluates the effectiveness of operations supervised and advises higher level management officials of problems involving the relationship of the operations supervised to broader programs and their impact on such programs. Develops performance standards, evaluates performance and prepares performance appraisals. Meets with subordinates to discuss and review performance. Initiates personnel actions involved in the recruitment, selection, promotion, commendation, and discipline of subordinates ensuring full compliance with Diversity and EEO policies and regulations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: To meet the minimum qualifications you must: Possess an undergraduate or graduate education with a major study in (TRANSCRIPTS ARE REQUIRED): Photography Radio or television production Motion picture production Other area related to the position to be filled -OR- Possess 1 year of specialized experience that demonstrated a practical knowledge of the subject area of the position. Examples of qualifying specialized experience include: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Directing crews, selecting and specifying production equipment that successfully interprets the vision of the writer, clients, and other relevant principals. Producing, script writing, and directing video productions of various formats such as documentary, biographical, historical, informational, educational, and dramatic. In addition to the Individual Occupational Requirement above, you must possess 1 year of specialized experience equivalent to at least the next lower grade, GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining functional responsibility for the daily media production and delivery operations; coaching Video Production personnel in the selection and application of appropriate problem solving methods and techniques, providing advise on work methods, practices and procedures and assisting personnel in identifying the parameters of a viable solution; serving as facilitator and/or negotiator in coordinating Video Production initiatives and in consensus building activities among Video Production staff members; performing a full range of supervisory duties and responsibilities for media and administrative personnel assigned as direct reports. Leadership- Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is performed in a wide variety of environments. Stooping, standing, lifting and other physical demands may be required. Periods of travel may be required on an ongoing basis.
