This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
Duties
As a Supervisory Emergency Planning Specialist, you will:
Establish policies, formulate plans, and implement strategies in the areas of emergency operations and communications. Develop and adjust long-range plans for the development and improvement of all HEOC programs, ensuring that plans meet mission requirements and incorporate technological advances.
Manage and oversee all data and information coming into the HEOC to include information provided by HUD Program Offices, Disaster Coordinators, telephone calls, reports from industry, information from other Federal agencies, the media, and other sources.
Design, implement, and manage HUD's emergency operations center to serve as a central point of control and coordination during major events and emergency situations.
Collect, summarize, coordinate, and disseminate basic information about HUD programs of assistance available to individuals, businesses, and public entities after a disaster.
Develop and coordinate Departmental policy on the implementation of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended, which assists States and local governments when a major disaster or emergency overwhelms their ability to respond effectively to save lives, protect public health, safety and property and restore communities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Managing emergency management related programs and activities during any phase of crisis response; AND
- Developing methodologies to analyze organizational impacts to potential threats; AND
- Developing emergency management related plans, policies, procedures and performing risk assessments; AND
- Supervising a large and diverse team engaged in emergency management related activities.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
