As a Project Analyst with the Research Services Directorate (RSD) inside the Aircraft Operations and Engineering Branch, you will be engaged in supporting and assisting with implementing project schedules for our assigned aircraft. You will interface directly with leadership, maintenance, engineering, and pilot representatives to ensure smooth workflow and desired outcomes. You will be the primary customer engagement liaison from RSD to our customers.

Provides administrative operations support to manage, plan, and execute missions assigned to aircraft under purview of Research Services Directorate (RSD).
Serves as a liaison to manage schedules associated with research and flight activities; communicate changes to stakeholders that may impact different phases for each aircraft; and understand the impacts of schedule changes within the organization.
Provides guidance and participates in managing complex campaigns, ensuring that mission objectives are on schedule and within budget. Responsible for budget tracking and reports.
Serves as an operational representative to perform liaison duties in support of project team and matrixed resources through project phases from early planning, to deployment and close-out; and provide timely deliverables to meet project milestones.
Provides guidance and participates in missions involving hundreds of scientists and technical staff and a broad range of complexity from single aircraft missions to multi-aircraft and shipborne missions deployed internationally.
Provides recommendations to project team (project scientists, technicians, logistics staff, flight staff and crew, military personnel, and other government officials and agency representatives) to successfully complete field campaigns.
Provides written and oral communication sufficient to develop and deliver briefings, reports and clear communication to maintenance personnel pilots, engineers, and upper management.
Participates in programs and objectives to identify potential problems and provide input to the team operational standards; and provides all required reports and deliverables on time.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Advising senior leadership on administrative and/or business functions, requirements, and guidelines with respect to aircraft operations;
Providing proactive support and communications on a range of administrative and/or business activities, including developing and coordinating required documents in support of administrative and/or business-related processes and programs as it relates to aircraft deployments, schedule, and encountered obstacles;
Analyzing, coordinating, and preparing requirements documents and/or projections in support of administrative and/or business-related processes and programs for aircraft operations.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Monitoring project deadlines, actions, and leadership decisions to ensure commitments are being met with respect to aircraft operations;
Advising on process improvements to streamline project execution based on best practices and lessons learned for deployments, maintenance activities, and engineering changes;
Providing proactive guidance and assistance to employees and senior leadership on administrative functions, requirements, and guidelines to maximize transparency, ensure compliance, and maintain alignment of activities to maximize efficiency for aircraft operations.
