About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Pacific Activity, G2/ DCSINT Operational Activity, Fort Shafter, HI 96858.

Duties

Serves as Foreign Disclosure Officer responsible for the proper release/disclosure of classified military information and controlled unclassified information in support of the HQ US Army, Pacific Command (USARPAC) Provides foreign disclosure oversight for subordinate organizations within the US Army, Pacific Command. Acts as the US Army, Pacific Command representative for all foreign visit requests to the organization or its subordinate units. Provides assistance US Army, Pacific Command staff officers in interpreting the National Disclosure Policy (NDP) for application to USARPAC products.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) travel may be required 20% of the time.
  • Foreign Disclosure Officer Certification to obtain within one year of employment.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized experience is defined as experience performing responsibility as a Foreign Disclosure Officer to include reviewing and approving the release of classified and unclassified information to Foreign Countries and processing of Foreign National visit requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
