You will serve as a SUPERVISORY GENERAL ENGINEER in the PROGRAM MANAGEMENT OFFICE, SHIPBOARD SYSTEMS (SPS) of PMO SSP SHIPBOARD PROGRAM SYS.

Duties

You will serve as the Chief Engineer and part of the command management team, responsible for the effective implementation of the entire body of SSP Technical Direction to be found in various directives, policies, plans and delegations. You will be the subject matter expert (SME) for all technical disciplines at SPS and responsible for the correct interpretation and implementation of the entire body of SSP Technical Direction. You will continually assess the technical management program to ensure the instituted disciplines/policies are properly carried out. You will provide direction of technical and administrative related program to Weapon System and Submarine safety, Configuration Management, Waiver and Deviation Policy, Design Disclosure, Hardware and software test and production., You will schedule, plan, coordinate and direct work performed by the Deputy Chief Engineer and engineering employees, and recommends resource allocations to the Commanding Officer. You will provide guidance and monitoring on configuration management, waiver and deviation, SSP Weapon System Alterations (SPALT), technical data, design disclosure documentation, maintenance engineering, technical program management. You will provide guidance and monitoring on problem monitoring and feedback, Trouble and Failure Reporting (TFR), Command safety including nuclear weapon system safety, and capability and proficiency reviews. You will be responsible for the overall SPS management of United Kingdom (UK) SWS Shipboard Systems as part of the Polaris Sales Agreement. They act as the onsite point of contact for the UK representatives. You will implement the technical plans and policies, particularly when technical plans or policies appear to require modification. You will schedule, plan, coordinate, and direct work performed by civilian and military employees. You will assign and review work based on individual expertise and skills of employees, and evaluates performance. You will provide guidance and direction, approves travel, recommends promotions, disciplines and awards, provides employee training and development, and resolves employee grievances and complaints.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the basic education requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or ND-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer managing weapon systems (i.e., electronics, telemetry systems, computer systems, optics, meteorology, etc.) technical projects to support operations within an organization. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
