Deputy Chief Counsel shares responsibility with the Chief Counsel for overseeing and administering all legal matters across the Maritime Administration (MARAD), including supervising personnel within the Office of Chief Counsel.
Duties
The Deputy Chief Counsel directs the day-to-day activities of the Office of Chief Counsel staff and is responsible for the planning and prioritizing of office activities.

Qualifications
As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below. TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.
TQ 1: Demonstrated executive level experience serving as a legal expert providing guidance and direction on litigation, regulatory, legislative, and environmental activities, including representing and defending positions pertaining to statutes and regulations to a variety of stakeholders both inside and outside of government, in negotiation, litigation, briefings, public presentations, or other settings.
TQ 2: Demonstrated executive level experience communicating advice on legal issues to executive level decision-makers and other stakeholders, on interpreting and applying fact, law, and policy in carrying out an organization’s legal responsibilities. Decision-makers and stakeholders include such groups as members of Congress or representatives of their staff; high-level officials within Federal agencies, state, city, and county officials; Attorneys General and State Legislatures; various technical and professional organizations; associations; and the public.
EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet the 5 ECQs.

Education
Please Note: All applicants must have graduated from a law school accredited by the American Bar Association, must possess a J.D or LL. B (law degree), and must be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
