DFC ranked a Best Places to Work in 2022. This position is part of the U.S. International Development Finance Corporation (DFC), Office of Health and Agribusiness. As a Project Finance Specialist you will manage debt investments across sectors globally, carrying out the full range of private debt investments processes and analysis from eligibility screening to finance underwriting and analysis across the sector.

Duties

Conducts the full range of procedures and analytical steps required for new project financings from initial screening through due diligence, negotiating and structuring, approval, documentation, closing and disbursement. Analyzes new loan proposals to determine their financial, technical, economic, legal, marketing and political feasibility in accordance with established credit policies and procedures. Performs analysis on the nature of the proposed business venture, the financial statements of the business and/or the proposed sponsors; general project risks including risks related to project contractual obligations; and the eligibility, financial standing and business background of the sponsor and key counterparties, and other related factors. Works with and modifies logical model construction and adequacy of business case assumptions for the proposed financing. Creates financial models and conducts sensitivity analysis to test project assumptions and key economic drivers. Works with Senior Project Finance Specialists, Credit Policy and Investment Policy officers in support of negotiations with key interested parties on financing terms. Obtains information through field visits, correspondence with officials of the host country, private firm representatives, United States Agency for International Development (USAID) and Embassy personnel and other sources needed to analyze application for financing. Participates in presentation of loan proposals to the approval committees. Please Note: This is a Bargaining unit position represented by AFGE, local 1534.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-12 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes: (1) evaluating the financial and economic feasibility of debt transactions for commercial/business activities; (2) conducting due diligence or evaluation of financing opportunities ; AND (3) evaluating financial models for measuring credit or investment performance. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes: (1) evaluating the financial and economic feasibility of debt and equity transactions for commercial/business activities in developing countries or international emerging markets; (2) structuring debt and equity financing for transactions in developing countries or international emerging markets; AND (3) customizing or developing financial models for measuring credit or investment performance. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
