This vacancy is for an IT Specialist (System Administration) position in the Office of the Chief Information Officer, Office of Technology Services located at the Bureau of Economic Analysis. This Job Opportunity Announcement may be used to fill other IT Specialist (System Administration), ZP-2210-3/4, FPL ZP-4 positions within the Bureau of Economic Analysis in the same geographical location with the same qualifications and specialized experience.

Duties

System administration of internal servers and appliances as well as public facing web servers. Manages credentials, disk space, analyzes and interprets log information. Administer IT security standards and best practices of Linux-based systems. Remediates IT security vulnerabilities. Manage cloud Infrastructure such as Infrastructure as a Service (IaaS) and Software as a Service (SaaS) to maximize cost/performance ratio. Lead a team of staff and contractors to effectively manage all aspects of the bureau’s public-facing web server, including the underlying applications and infrastructure.

Qualifications

EXPERIENCE Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: Band III: Applicant must have 52 weeks of specialized experience equivalent to or at the lower band/grade level, Band II (GS-9) in the federal service. Specialized Experience is defined as all of the following: includes experience supporting a primary public-facing website; and possess a current Linux certification. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree with a major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provides a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Specialized Experience: Band IV: Applicant must have 52 weeks of specialized experience equivalent to or at the lower band/grade level, Band III (GS-12) in the federal service. Specialized Experience is defined as all of the following: includes experience supporting a primary public-facing website; support of the underlying web applications, Apache, MySQL databases, PHP open-source scripting language, content management, and web caching servers; and possess a current Linux certification. Education: Education cannot be substituted at this band/grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
