These positions are located within the Health Services Research and Development Service (HSR&D) at the VA Medical Center in Washington, DC. The goal of HSR&D is to improve the quality of health care for veterans by examining the organization, delivery, financing, and management of health care services. The HSR&D program is organized into strategic methodological priority areas including data science, implementation science, evaluation and policy analysis, systems science, and engagement science.
Duties

Duties and responsibilities include, but are not limited to, the following:
Applies knowledge of health services research and researchers to strengthen scientific review process
Makes recommendations regarding appropriate assigned of research proposal to the select portfolio based on subject matter expertise
Identifies and recruits VA and non-VA scientists to serve on review committees
Provides policy guidance to reviewers
Manages select HSR&D research portfolio(s)
Develops a strategic plan for identifying and addressing needs in the areas including innovative approaches to resolving issues
Conceptualizes and develops periodic reports advising on funding priorities, preparation of publishable articles, describing research activities and findings, etc.
Serves as primary point of contact for all programmatic and scientific issues related to proposed, planned, ongoing and completed activities in assigned portfolio
Monitors and evaluates review process and implementation of programs
Initiates and participates in development, conduct, and analysis of projects to evaluate and improve aspects of assigned portfolios such as quality measurement, chronic disease management, chronic pain management, etc.
Directs the development of studies in the portfolio area which will advance scientific knowledge and anticipates future directions
Reviews literature in subject area to identify gaps in scientific knowledge
Oversees documentation and reporting for relevant health services research outside of the VA that complement the portfolio area
Oversees maintenance and updating of review program databases and files
Serves as HSR&D Eligibility Coordinator - reviewing all requests for eligibility waivers to participate in HSR&D intramural research
Utilizes knowledge and skill in research, the peer review process and management
Analyzes data and generates reports from divergent data sources using computer software skills
Performs all other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet the following qualification requirements:
EDUCATION REQUIREMENT: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. All Applicants must provide a transcript at time of application. Any applicant that does not provide the transcript OR does not meet the basic education requirement will not be considered further for this position.
AND
SPECIALIZED EXPERIENCE: Must possess at least one (1) year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS 13) in the normal line of progression for the occupation in the organization. Specialized experience includes developing policies, procedures, and criteria for administration of a health research program; managing the scientific review process; managing portfolios of research projects (performing research design, data collection and analysis used in health services research); providing program management in a research setting; evaluating research projects; and providing technical advice and guidance to managers and researchers.

Physical Requirements: The role is principally sedentary, involving reading, writing, in-person and telephone communication, computer and standard office equipment use; and some walking and carrying light supplies/work. Some travel outside the Washington, D.C. area (estimated 4 trips per year) is necessary.
