This position is located in the VA medical facility performing a variety of clerical, administrative and technical duties/responsibilities in support of management with the intent of accomplishing the administrative requirements of the organization to which assigned.
Duties
Major Duties:
Review administrative program guidance, policies and procedures from higher authority to determine effect on assigned mission.
Formulates and recommends changes in administrative policies/procedures with a view toward obtaining maximum effectiveness in the coordination and control of recurring reports.
Assists in resolving administrative problems by researching files, historical data, etc. withdrawing material for use in preparation of administrative advice on the adequacy and feasibility of proposals and recommendations.
Effectively enhances the ability of the office to support overall mission requirements through developing methods for automating administrative data collection requirements and reports considering the interrelationships of reports and multiple uses of data.
Develop internal administrative standard operating procedures by researching prior publications, regulations and recommending new policies and/or changes.
Prepare correspondence covering subject of an administrative nature, both internal and external.
Maintains control of action correspondence; performs follow-up action to ensure timely reply/action.
Compiles and prepares a wide variety of continuing or one-time special statistical and narrative reports from records maintained.
Coordinates with staff administrative officer on personnel management matters and with other staff organizations on various administrative activities to obtain information for accomplishment of own assignments or to provide to others.
Provide staff advisory service in administrative areas to operating officials and/or clerical support.
Discusses and evaluate alternate approaches and solutions to problems and assists management in reaching decisions.
Provides technical and user support of personal computers, printers, and software tools.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of office management policies, procedures, and organizational function of the STVHCS and MHPL to organize and manage a wide variety of internal and external reports, ability to communicate with employees and public at various levels; use of discretion in confidential matters related to the service, personnel, and patients, Develops contacts developed and maintained with professional or no-professional people of the community, reviews patient and staff safety issues, knowledge of computerized data entry and information processing systems and proficient in the use of the Computerized Patient Records System (CPRS), DHCP/VistA and familiar with Microsoft Office, Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
