The purpose of the position is to perform duties including but not limited to system/strategic planning, data analyses, forecasting, organizing data, assist with contracts and negotiations, and administrative functions. This position requires administrative awareness to facilitate interactions with all departments and disciplines in the facility as well as between the VA facility and community facilities.
Duties
Major duties include, but are not limited to:
Serves as a primary source of service expertise in the collection, organization, manipulation, analysis, and presentation of workload and productivity data and statistics, particularly that associated with those programs created by the VA Veterans Experience Office, Office of Patient Centered Care, Office of Patient Advocacy, National Center for Organizational Development, Survey of Healthcare Experience of Patients, Veteran Signals, Strategic Analytics for Improvement and Learning, Patient Advocate Tracking System, All Employee Survey, and any other data resources that may be available.
Researches management reporting systems for information to evaluate and prepare planning decisions; participates in developing planning strategies; assess priorities best designed to meet patients' needs and advises/makes recommendations to the Chief. Analyzes and evaluates multiple Patient and Employee Experience programs for operational efficiency.
Will serve as ADPAC for Patient and Employee Experience, and will have Automated Data Processing Applications Coordinator privileges, with associated access to ADPAC menu options and security keys. Additional duties include:
- Analyzing, evaluating, advising and coordinating the daily operations of ongoing initiatives for Patient and Employee Experience and other assigned operations for Experience Service and participates in long-term planning for those delivery systems. Ensures the completion and execution of the reporting associated with Patient and Employee Experience initiatives and other Service operations.
- Serving in a leading position and working with the managers of all Services assigned to patient and employee data collection and reporting.
- Collecting statistical reports and data and reporting on service performance improvement initiatives.
- Retrieving, calculating and compiling workload, and other information for management.
- Monitoring and maintaining data related to the standards for service and organization compliance with The Joint Commission (TJC), Office of Inspector General (OIG), Veterans Experience Office, Office of Patient Centered Care, Office of Patient Advocacy, National Center for Organizational Development (NCOD).
- Assisting in resolving issues and problems arising from accomplishing these operations.
- Assisting in the planning of system-wide training events to improve CTVHCS staff competencies on patient and employee satisfaction.
Selects qualitative and/or quantitative methodologies appropriate. Identifies and collects necessary data including program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses the information gathered; formulates findings, conclusions, and recommendations, presents results in written and/or oral form, which are well-organized supportable and clearly expressed.
Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems that require problem solving, identifying feasible alternatives, and recommending appropriate action in each given situation; initiates resolution of program problems, complaints, and grievances by applying important communication, motivational, and consulting with program elements.
The incumbent is responsible to monitor Patient and Employee Experience fund control points.
Leads the development and execution of service and system-wide contracts including Employee Voice survey platforms and serves as a FAC-COR Level 1 trained Contracting Office Representative (COR).
Assists the Patient and Employee Experience sections in administering and tabulating the internal review, quality, and productivity initiatives for the Service including performance data on timely completion of PATS, White House Hotline, Congressional, V-signals, and other patient satisfaction/service recovery inquiries.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; 0800-1630
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Incumbent must reside within the CTVHCS area to attend occasional meetings and trainings.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes a variety of data sources including the CPRS, VistA, JPSR, VSSC, and Power Apps; Knowledge of clinical practices and medical terminology to effectively communicate with staff and facility leaders to process; Uses analytical, evaluative, and problem-solving skills and techniques to plan and conduct comprehensive data reports; and Skilled in written and oral communication sufficient to prepare and present findings and recommendations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 18 hours of graduate education to combine with specialized experience. GS-11:
Experience: One year of specialized experience, equivalent to at least the GS-09 level in the federal service, that equipped me with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes: utilize a variety of automated sources e.g. Patient Advocate Tracking System (PATS), V-Signal, SHEP, SAIL or similar systems to perform analytical studies, charts and reports for stakeholders; develops and maintains technical guides, policies and standard operating procedures for organization; conduct analytical studies of available data pertaining to Patient experience to identify elements of clinical or administrative practices to make recommendations to appropriate officials; tracks and coordinates training for staff; performs contract management tasks to produce reports and track funds; utilize automated systems to respond to inquiries, prepare presentations, and correspondence; applying qualitative and quantitative methods and techniques to Medical Service issues concerning the efficiency and effectiveness of the Service administrative and program operations. Education: Possess a degree equivalent to at least the Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related (TRANSCRIPT REQUIRED) OR,

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Incumbent may carry and lift light items weighing less than 15 pounds.
