This position is in the Administrative Office of the Operative Care Division (OCD) at the Portland VA Medical Center (PVAMC). Division employees provide additional services to the Vancouver, Bend, Hillsboro, and Salem Community Based Outpatient Clinics (CBOCs). OCD is staffed by over 450 FTEE professional and administrative employees, 20 contracts for specialized clinical services, and over 450 residents/medical students.
Duties
Major Duties:
Providing program and administrative support
Perform planning for and developing systems, policies, functions, and services to ensure all staff meet procedural, regulatory, and administrative requirements for work.
Ensuring that administrative processes are initiated, monitored, and completed timely and accurately in compliance with applicable directives, policies, and procedures.
Maintaining timecard information on a recurring timeframe with payroll, posts timecard entries, ensures accurate and proper tour posting, verifies leave usage, transmits time and attendance documents to appropriate contacts.
Ability to work with various specialized databases, cloud based contracted software and systems to record, report, monitor and carry out administrative support operations.
Prepare correspondence, i.e., memos, reports, emails, letters, etc., related to overall program mission.
Knowledgeable of protecting printed/electronic files containing sensitive data and unauthorized release, loss, alteration, or deletion.
Preparing and monitoring various workload and cost reports
Work Schedule: Monday - Friday, Compressed tours may be available between 6:00 am - 6:00 pm.

Physical Requirements: The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing, bending or carrying of light items.
Working Requirements: The work requires observance of the safety precautions typical of office settings. Risks are minimal and the setting requires normal safety precautions of places such as offices, meeting rooms, and libraries. There is frequent potential for stress relating to the fast pace of the work environment, competing demands, and the occasional dissatisfied patient, employee, or other individual.

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge in planning for and developing systems, policies, functions, and services to ensure all staff meet procedural, regulatory, and administrative requirements for work; Knowledge in ensuring that administrative processes are initiated, monitored, and completed timely and accurately in compliance with applicable directives, policies, and procedures.; Knowledge of maintaining timecard information on a recurring timeframe with payroll, posts timecard entries, ensures accurate and proper tour posting, verifies leave usage, transmits time and attendance documents to appropriate contacts; Knowledge of various specialized databases, cloud based contracted software and systems to record, report, monitor and carry out administrative support operations; Knowledge of preparing correspondence, i.e., reports, emails, letters, etc., related to overall program mission; Knowledgeable of protecting printed/electronic files containing sensitive data and unauthorized release, loss, alteration, or deletion; and knowledgeable on taking meeting minute notes on various committees, site visits and morning huddles.
Proficiency Requirement: In addition to meeting Specialized Experience the following is required: Typing Proficiency: 40 words per minute typing speed. Applicants may meet this requirement by presenting a certificate of proficiency from a school or other organization authorized to issue such certificates or by self-certifying their proficiency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Education
There is no educational substitution for the GS-07 level.
