Serves as Security Assistant (Dispatcher) is responsible for coordinating radio, security camera monitoring, telephonic communications during both normal and emergency operations; completes records and logs. Performs administrative and communications support work related to dispatching and monitoring of security camera system. Operates radio, telephone communications equipment daily and during emergency police operations.

Duties
Duties include, but are not limited to:
Performs or monitors standardized aspects of established security program operations such as establishing and maintaining security records or operating an established pass and identification system and related equipment, vehicle, or parking registration system; and/or photo identification equipment.
Performs monthly alarm checks, submits reports documenting the operational status of each circuit tested, and initiates work orders for malfunctioning equipment/components.
Provides information to employees and the public concerning ticketing information and furnishes information concerning traffic laws or general directions for patrons that may need assistance.
Ensures officers or the physical security specialist are assisted with conducting alarm checks and ensures all discrepancies are properly identified consistent with departmental policy and standard operating procedures.
Reviews requests for and issues passes and identification documents.
Accomplishes special projects as assigned, such as developing program statistics, reports, and other material that may be needed for trend analysis such as parking lot surveys to determine current turn-over rates for patient parking; and extracting and compiling pertinent data to provide the background necessary for determination of program/project status.
When necessary, the dispatcher will issue vehicle registration decals to employees and make sure all vehicle registration procedures are followed per police standard operating procedures and station policies.
Monitors and controls the property wide C-Cure electronic keypad access control system.
Grants access and denies access from the C-Cure electronic access control terminal in Police dispatch.
Monitors and directs response to security and life safety communications, radio dispatching, telephone and other emergency communication circuits.
Monitors the operation of all communications/security and related electronic equipment.
Proactively reports and submits electronic work orders to correct any discrepancy to ensure that appropriate action is taken.
Identifies malfunctioning equipment to the supervisor and follows internal procedures to ensure equipment is properly repaired.
Receives and compiles information from various sources related to police and emergency incidents, taking appropriate action regarding police response to intrusion, duress and hold-up alarms. Directs response and/or modifies responsible personnel depending on the type of incident or request.
Monitors and operates the CCTV camera surveillance system comprised of over 200 cameras daily.
Monitors over 350 intrusion/panic alarm computer systems and other alarm panels at the police operations office and C-Cure electronic keypad access control system.
Operates a variety of communications and security equipment such as computers, multi frequency law enforcement/emergency two-way radios, multi-line telephone system, and other related peripherals.
Maintains accurate radio/alarm activity records/logs to include dates, times and results of communication and activities and types completed reports.
Contacts various local state and federal law enforcement officials for coordination during both non-emergency and emergency situations.
Monitor and operate the Utah Criminal Justice Information System (UCJIS)/National Crime Information Center (NCIC) System terminal. Incumbent ensures the proper use and security of the UCJIS and NCIC System. This includes at least 40 hours of functional training on operation of equipment which the dispatcher will be responsible for entering and retrieving data daily.
The dispatcher serves as the central communication hub during all non-emergency and emergency police incidents.
Receive all routine and emergency phone calls for assistance, dispatches police officers and appropriate police supervisory personnel via radio per standard operating procedures and policy.
Incumbent screens incoming calls for police assistance and must prioritize by significance to determine which calls officers are dispatched to first, based on police officers on duty.
Performs other related duties as assigned.
Work Schedule: 12hr shifts, hours depending on needs of the Service - TBD by Service Chief.

Physical Requirements: Requires extended periods of sitting while operating systems, monitoring the CCTV, receiving telephone calls, and operating the police communications system. Additionally, extended periods of keyboarding may be required to complete computer requirements and/or typing. Most of the time the employee is performing seated work. May require some walking, standing, bending, climbing stairs and carrying and/or lifting of light items such as papers and books. No special physical demands are required to perform the work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: Practical knowledge of standard procedures in a technical field, requiring extended training or experience, to perform such work as adapting equipment when this requires consideration of the functioning characteristics of equipment; interpreting results of tests based on previous experience and observations; or extracting information from various sources when this requires considering the applicability of information and the characteristics and quality of the sources. General knowledge with the operations of the CCTV camera surveillance systems, computers, police radio communications systems, telephone systems, panic/intrusion alarm systems, and UCJIS/NCIC law enforcement databases. General knowledge of federal and state criminal codes, police and medical terminology and codes as it applies to the operation of the position, and fluent use of the phenetic alphabet. Uses judgment in interpreting and adapting guidelines such as agency policies, regulations, precedents and work directions for application to specific cases or problems.

Applicants may substitute education for the experience required for the GS-05 level. To qualify based on education for this grade level you must have 4 years above high school.
OR
Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05.
