This position will be assigned to the JBSA Randolph NAF Human Resources Office.
This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.
Duties
The purpose of this position is to acts as the Joint Base San Antonio (JBSA) Site Manager at the Randolph NAF Human Resources Offices. Assists the JBSA NAF Human Resources Officer (HRO) in the performance of technical and management advisory personnel functions of the NAF Personnel Program. Serves as the focal point for the automated NAF personnel data system for transaction problems and error resolutions. Maintains surveillance of automated system processing through regular system queries and quality control products. Provides technical advice to lower-graded Human Resources Assistants concerning processing of personnel actions and associated system error situations. Provides management with position control registers and other automated personnel statistical documents/reports. Provides management advisory services in matters related to staffing, affirmative employment, labor, employee relations, and classification. Handles disciplinary actions, adverse actions, and grievances. Assists the NAF Labor Relations Officer with mediations/union grievances in dealing with local union issues. Analyzes, evaluates, and classifies positions in a variety of occupational groups. Conducts position reviews; performs desk audits; determines and assigns correct pay category, occupational series, title, grade level, Fair Labor Standards Act (FLSA) designations; and prepares required evaluation statements. Provides advice and assistance to managers and employees on pay, overtime or leave entitlement questions or problems. Advises managers and employees about issues or problems such as leave or attendance questions or disputes. Reviews derogatory information received on background checks and makes suitability determination recommendations. Researches and resolves problems in the administration of the employee benefit programs such as retirement, 401(k), health, life insurance and workers compensation. Works closely with the base Drug Demand Program office in administering the Drug Demand Program for NAF employees; functioning as a trusted agent. Participates in planning and conducting the local NAF wage survey IAW regulatory guidance. May serve as Chairman/Co-Chairman of the NAF Locality Wage Survey Committee. Performs other related duties, and/or special projects as assigned by supervisor. Conducts NAF Supervisor Training and other personnel related training as directed by the JBSA HRO. Supervises Human Resources Assistants and plans work to be accomplished by subordinates, sets and adjusts priorities, provides training/guidance and prepares work schedules for completion of work. Provides technical advice to subordinates concerning processing of personnel actions and associated system errors. Approves leave, and timecards. Initiates disciplinary actions, coaches and counsels employees in a timely manner. Evaluates work performance of subordinate staff. Hires, and separates employees with the approval of the JBSA NAF HRO. Manages the DCPDS group box and assigns work to subordinate staff.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience: Applicant must have progressively responsible experience in substantive personnel management and administration. Experience with position classification and Adverse Actions. Must be thoroughly familiar with the full range of personnel policies and procedures. Must have experience with interpreting and applying regulations, policies, practices and procedures covering personnel management programs. Must have basic computer experience including automated personnel data system. Must be familiar with personal computer applications such as Windows, MS Word, Excel, Access, and the Internet.
Highly Preferred: In addition to above minimum qualification requirements, applicant must have prior work experience in a NAF Human Resources Office. Must have progressively responsible experience in substantive NAF personnel management and administration to include NAF Classification and Adverse Actions. Must be thoroughly familiar with the full range of NAF personnel policies and procedures. Must have experience in interpreting and applying regulations, policies, practices and procedures covering NAF personnel management programs.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of NAF personnel experience including substantive knowledge of the rules, regulations, procedures and program requirements of NAF personnel administration.
2. Knowledge and skills required to complete position classification and Adverse actions.
3. Knowledge and skills to process and approve a full range of personnel actions within DCPDS.
4. Ability to communicate with others effectively, both orally and in writing.
