Duties
Ability to communicate orally and in writing with a wide range of government and non-government personnel, effectively presenting ideas in a clear and concise manner.
Provides technical advice to senior management and contracting officers within the agency.
Serves as a senior procurement analyst responsible for the review of contracts and contracting actions for a variety of supplies and/or , services contracts for the development of policy, and guidance material.
Reviews, interprets, develops, and establishes policies, procedures, and acquisition instructions for assigned area of the agency acquisition mission.
Performs pivotal research with regard to on-going data management system initiatives for capturing, cataloging, indexing, and presenting information.
Perform analysis on large data sets using Microsoft Access, Excel or other data analysis software package and makes recommendations based on that analysis to senior leadership.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
Basic Requirement:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized Experience Is Defined As:
Applying or interpreting acquisition regulations, contracting principles, laws, statutes, executive orders, procedures and policies applicable to pre- and post-award actions to effectively support, directly or indirectly, the award and administration of contracts.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
