About the Position: Incumbent serves as Chief of Public Services, responsible for the Circulation and Reference Departments, at the U.S. Army Command and General Staff College's (CGSC) Ike Skelton Combined Arms Research Library (CARL). CARL serves as both the graduate level CGSC academic library and the community library for Fort Leavenworth.
Duties
As a Supervisory Librarian, you will perform the following duties which is not an all-inclusive list:
Supervise the work of other employees engaged in professional library work which requires a high degree of professional judgment, technical skill and experience.
Provide comprehensive reference, research and information services in support of the mission-related requirements of the US Army Command and General Staff College and Department of Defense military and civilian personnel.
Provide orientation briefings and tours for staff, faculty, students, and visitors.
Prepare displays, exhibits and brochures, and participate in surveys and project which foster use of the library.
Screen literature to select new and updated material to be incorporated into the library collection.
Requirements
- Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is subject to completion of a one-year probationary period for new civilian supervisors.
- This position may require the incumbent to work occasional nights/evenings and/or weekend hours.
- This position may require temporary duty (TDY) for up to 5% of the time.
- This position requires a pre-employment physical and annual appointments thereafter.
- This position has a lifting requirement of up to 45 lbs.

Individual Occupational Requirements: The Librarian occupation has specific educational requirements which apply to all positions:
Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelors degree. (NOTE: You must submit a copy of your transcripts.)

A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (NOTE: You must submit a copy of your transcripts.)
IN ADDITION TO THE ABOVE BASIC REQUIREMENTS, APPLICANTS MUST ALSO POSSESS THE FOLLOWING:
Specialized experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal Service which includes: (1) wide range of duties in library research and referral; (2) plan, implement, and manage computer resources supporting academic research and reference needs of clientele; (3) manage a marketing program to include outreach and publicity programs; and (4) preservation of materials for the reference collections of the library.

Education: Have three (3) full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position from an accredited college or university. (NOTE: You must attach a copy of your transcripts for verification.)

Combination of Education and Experience: If you have some, but not all of the experience and education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (NOTE: You must submit a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
