Serves as Deputy Division Director (DDD) of the Division of Equity for Excellence in STEM (EES) and as a member of the Directorate for STEM Education (EDU) leadership team. As part of EDU senior leadership, shares responsibility for developing the programmatic focus of the Directorate and efficiently connecting this with the operational functions of the agency. The mission of EDU is to provide the research and development foundation on which to prepare a diverse science, technology, engineering, and mathematics (STEM) workforce ready to advance the frontiers of science and engineering for society and a STEM-literate public. EES serves as a focal point for NSF's agency-wide commitment to enhancing the quality and excellence of STEM education and research through broadening participation of historically underrepresented groups - minorities, women, and persons with disabilities. Priority is placed by the division on investments that promise innovation and transformative strategies for broadening participation in STEM, foster basic and applied research regarding broadening participation; and focus on creating and testing models that ensure the full participation of and provide opportunities for the educators, researchers and institutions dedicated to serving these populations. EES programs that address these investment priorities include the Alliances for Graduate Education and the Professoriate, Increasing the Participation and Advancement of Women in Academic and Science Careers (ADVANCE), Centers of Research Excellence in Science and Technology, EDU Core Research, Historically Black Colleges and Universities Undergraduate Education Program, Hispanic Serving Institutions Program, Louis Stokes Alliances for Minority Participation, and the Tribal Colleges and Universities Program. EES also administers the Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring and the Presidential Awards for Excellence in Mathematics and Science Teaching programs on behalf of the White House Office of Science and Technology Policy (OSTP) and other agency-wide initiatives.
The DDD has managerial and oversight responsibilities for effectively using division staff and resources and building teams and coalitions to meet organizational goals and objectives. This includes leading the activities of EES, assessing the needs and trends in the field, developing breakthrough opportunities, implementing overall strategic planning, and setting policy. The DDD will supervise and provide leadership and guidance to senior executive-level EES staff, program officers, and administrative professional and support personnel. Additional responsibilities include overseeing the management of the EES funding portfolio, determining funding requirements, preparing and justifying budget estimates, balancing program needs, allocating resources, overseeing the evaluation of proposals and recommendations for awards and declinations, and representing NSF to relevant external groups. Additionally, the EES DDD fosters partnerships with other NSF divisions, directorates, federal agencies, scientific and educational organizations, businesses, industries, and the academic community to advance the mission of EDU.
EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as "ineligible."
1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately.
Recognized professional standing in STEM education, STEM, and/or broadening participation communities, as evidenced by a sustained record of research and professional leadership activities, focused on diversity, equity, and inclusion in STEM.
Demonstrated knowledge of universities and other academic institutions of higher education, informal STEM learning environments, PK-12 school systems, or systems of education where STEM research and/or education research is conducted. Knowledge of grants, fiscal management, and budget preparation involving research or education support activities.
Knowledge of education policy issues at the Federal and/or state level and knowledge of trends, issues, current research, and evidence-based practices in broadening participation in STEM.
Skill in building on and growing the expertise and knowledge of researchers and educators in multiple disciplines to develop and implement approaches and programs that address important crosscutting challenges in broadening participation in STEM.
Education strongly preferred at the Ph.D./Ed.D. level or a combination of education and equivalent professional experience, in science, technology, engineering or mathematics (STEM) and/or and including the social, behavioral, and economic sciences. Professional experience should include leading or managing programs or projects focused on broadening participation in STEM.
When responding to the MTQ and ECQ qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
Applicants who do not provide narrative statements addressing both the ECQ and MTQ qualifications will be rated as ineligible.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
