This position is located at the Crow Service Unit in Crow Agency, MT. The position provides leadership, direction and management in the planning development, implementation and evaluation in the hospital's nursing program. The incumbent reports to the Health System Administrator or designee.
Duties
Implements an effective, on-going program to measure, assess, and improve the quality of nursing care delivered to patients. Formulates and implements plan of action to effectively utilize resources.
Provide administrative supervisory duties including planning work, making shift and individual work assignments, setting and adjusting short-term priorities, interceding to diffuse intrapersonal conflict between staff, etc.
Makes changes in organization of work or assignment of functions to positions; to improve work flow and services rendered, promote job satisfaction, increase productivity, etc.
Coordinates with representatives of other units to collaborate on changes and problems that affect internal operations and external organizations.
Defines and enforces all appropriate standards including, but not limited to, those of The Joint Commission on Accreditation Health Care Organizations, Conditions of Participation for Medicare and Medicare Programs, USPH-the Indian Health Service, and national nursing organizations which set the current standards for nursing practice.
Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
INDIVIDUAL OCCUPATIONAL REQUIREMENTS
Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience
The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.
Basic Requirements for the GS-13 (or equivalent) Grade Level
In addition to the mandatory license and education described above, applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Perform the full spectrum of executive leadership decision making, operational management and oversight authority at the highest level in a hospital setting for all divisions and departments of nursing practice. Oversees staffing issues, disciplinary actions, budget development; advises medical staff, department heads, and administrators in matters related to nursing services; ensures nursing staff follows professionally set standards, including state and federal regulatory requirements to maintain hospital accreditation; provides leadership and direction to nursing programs ensuring proper health care management, evidence based practice, safe and quality patient care.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
