This position works in the VISN 19 Data Analytics Group which performs duties directly contributing to the administrative management of an integrated health care delivery system that require the ability to apply the specialized principles and practices of health care management.

Duties

Major duties include but are not limited to: Provides technical expertise in the field of health care planning; provides advice and assistance regarding possible need for revision of regulations and policies governing planning role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements and expectations. Maintains program requirements and criteria for assigned organizations. Reviews reports involving trend analyses and ensures follow-up in these areas for conformity. Reviews materials and monitors services with regard to compliance with the standards of internal and external accrediting agencies. Analyzes data, identifies trends and issues of concern. Alerts superior of those areas where possible discrepancies exist with recommendations for initiating intervention. Monitors changes in clinical and administrative data systems in VA and advise investigators and management staff to revise data extraction and analysis methods as needed. Develops background and management options available to deal with complex VISN planning and implementation issues. Ensures that proposals/initiatives submitted for VISN approval are complete and all implementation requirements are accurately identified. ensures integration of all planning initiatives in terms of phasing and monitoring implementation of programs. Recommends action or adjustments necessary to achieve required objectives. Conducts analytical studies on particular operational processes, compiles final reports, including comprehensive analyses; notes discrepancies and planned initiatives for effecting remedial actions. Establishes process controls to ensure recommendations and actions are completed as approved. Implements resolutions after concurrence of supervisor. Monitors action items within the organization and ensures appropriate progress to remedy problems and ensure risk management. Compiles information to be presented to the Network Director for use in planning, development, and operation of VISN programs. Analyzes to ensure effective reporting and internal evaluation of programs that comprise the Network healthcare delivery system. Provides specialized staff support in the monitoring and analyses of changes in mission, goals, new legislation, and technological advances to assess the impact of these changes on work methods/procedures and to develop new systems which address these changes. Drafts new and revised VISN Reports, Memoranda and Bulletins and upon review and concurrence of the Network Director and concerned services, disseminates the publications/reports. Assists or initiates development or revision of administrative policies that will ultimately affect patient care or clinical services. Responsible for providing support to the VISN in planning, organizing, coordinating; implementing, directing, integrating, controlling and evaluating the healthcare delivery system. Work Schedule: Monday through Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Basic Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Extensive knowledge of the National Prosthetic Patient Database (NPPD), including NPPD HCPCS Mapping NPPD lines and data definitions and structures Knowledge of Corporate Data Warehouse (CDW) tables, schemes, security roles, data partitions, and internal commands. Working knowledge of building ETLs using Microsoft Visual Studio. Working knowledge of managing CDW Projects. Extensive knowledge of Prosthetic and Sensory Aids Service (PSAS) operations, policies, and guidelines including but not limited to Business Practice Guidelines for data management, standardization, and accuracy. Working knowledge of Microsoft Transact Structured Query Language (SQL). Working knowledge of CDW Servers and Tables with emphasis on the Prosthetic Work Database and the Production Server. Working knowledge of PowerBI, including the ability to create and maintain, user driven APPs, datasets, and reports. Ability to maintain a database and fact tables on the CDW Production Server. Ability to pull data from the multiple data sources to create user driven reports to optimize Prosthetics operations at a National or VISN Level. Ability to offer user support in support of Prosthetics Tools, Reports and Datasets. Working knowledge of Pyramid Analytics and the National Prosthetic Data Cube. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
