This position -serves as the VISN 19 Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) to the Chief Medical Officer. The position will be located at the VA Rocky Mountain Network (VISN 19) in Glendale, Colorado. VISN 19 is an integrated health care system serving Veterans over a broad geographic area encompassing Colorado, Utah, Montana, Wyoming, and Oklahoma. This includes 8 Medical Centers and an additional 123 sites of care.
Duties
Implementation of the Clinical Practice Management Model and Community Care Coordination model in all VISN 19 Facilities.
Serves as a subject matter expert on access to ambulatory care and consults regularly with VISN and facility leadership to identify areas of improvement and implement improvement strategies.
Represents VISN on communications, meetings, and issues related to access to ambulatory care with internal and external stakeholders.
Oversees all areas of access to ambulatory care with respect to VISN programs, integrated clinical communities, and facility operations.
Oversees the efficient operation of VISN clinic management services by review and evaluation of productivity, efficiency and policy/procedure.
Works on special projects, identifies opportunities to improve customer service, staff satisfaction, access and wait times, facilitates the development of creative and innovative business practices, and provides expertise and direction on Clinic Management best practices.
Review, analyze, and make recommendations regarding clinic management practices to ensure VISN compliance with program related VHA handbooks, directives, manuals and memorandums.
Plans and evaluates assigned programs, leads and/or participates on committees and workgroups at both VISN and VHA levels.
Assists in the development and implementation of outcome measures of program effectiveness, responds to congressional inquiries, analyzes complex and critical data making recommendations for corrective action.
Applying extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions, and the related ability to apply health care management principles to complex problem- solving situations.
Working with GPMs to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement method to meet and sustain goals and objectives.
Guides the implementation of VA Clinical Practice Management and community care coordination. Responsible for anticipating and/or identifying problems which require revised procedures to ensure program effectiveness.
Develops innovative approaches to establish, enhance, modify, and/or improve clinic practice management and community care coordination in VISN 19.
Project management and programmatic oversight, data analysis, strategic and business planning and performance improvement.
Interacting effectively with healthcare facilities to seek out and secure more detailed, technical information for task accomplishment when needed.
Utilizes knowledge of health care quality management and performance improvement principles in the development of performance improvement plans, patient care audits, and the coordination of outcomes related to organizational and functional relationships.
Work Schedule: Full time, Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for ln-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements.
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Specialized Experience GS-14: In addition to the above Basic Individual Occupational Requirements, you must also have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but not limited to: working on special projects, identifying opportunities to improve customer service, staff satisfaction, facilitating the development of creative an innovative business practices, providing expertise and direction of best practices; reviewing, analyzing and making recommendations regarding clinic management practices to ensure compliance with program related VHA handbooks, directives, manuals and memorandums; assisting in developing and implementing outcome measures of program effectiveness, and analyzing complex and critical data and making recommendations for corrective action; interacting effectively with healthcare facilities to seek out and secure more detailed, technical information for task accomplishment when needed; serving as a subject matter expert on access to ambulatory care and consulting with VISN and facility leadership in identifying areas of improvement and implementing improvement strategies.
