THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0346-11 LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2197000 in SPMD 1221 and is part of the MO Directorate of Logistics. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service positions. This is a non-bargaining position. Duties

Maintains oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Budgets for subsistence operations and subsistence requirements, including operational ration ceilings. Develops for the DCSLOG-G4 recommendations, policies, procedures, long range plans, and special projects. Recommends solutions to controversial problems and actions of a precedent-setting nature, to include coordination with major commands and the Army Center of Excellence, Subsistence. Participates in field exercise planning sessions, discussing availability of subsistence, budgets, issue of operational rations and ARNG support to exercises. Serves as Chairperson and as a voting member of The Adjutant Generals Food Service Management Board. Monitors the AFMIS to ensure reporting requirements from local, DA, NGB, and vendors are timely and contain accurate and formatted data. Works daily with functional users and technical personnel to identify and resolve operational and technical problems, and to ensure flow of data and procedures are the most efficient possible. Assists and coordinates with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation. Performs extensive consultation services and provides guidance to functional specialists on the maintenance, evaluation, documentation and standardization of requirements and procedures. Performs other duties as assigned.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Any other individual selected for this position will be Indefinite.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - CPT (O-3) Officer - Branch 90A Warrant Officer - MOS 920A, 920B or 922A Enlisted - MOS 92A, 92G, 92Y or 92Z Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, training, and/or education that demonstrates judgment and/or analytical ability, and experience using computer and automated systems. GS-11 SPECIALIZED EXPERIENCE: Must have 36 months of specialized experience that demonstrates a comprehensive knowledge and ability to implement logistics policy programs and procedures, utilizing automated/non-automated systems for the accurate control of logistical planning in support of unit tasked contingency operations; experience in planning, organizing and implementing unit logistics plans and operations; and apply technical expertise with computerized logistics information systems to support deployment operations and exercises.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
