This position is located in the Department of Homeland Security, U.S. Coast Guard Fourteenth Coast Guard District, Resource Management Division, In Honolulu, HI.
Duties
You will report directly to the Personnel Officer and serve as a Management and Program Analyst providing expertise in the areas of military and civilian recognition programs, military pay and allowances, military personnel processes, surge staffing, personnel readiness, urinalysis drug testing, travel policy and entitlements, and effective management of Human Resources (HR) and manpower allocations in support of the USCG.

Qualifications
Qualifications for GS-09: At least one year of specialized experience equivalent to at least the GS-07 grade level is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Analyzing and evaluating the effectiveness of a Human Resources program; preparing reports and briefs to leadership to recommend improvements; monitoring policy and regulatory changes; developing modified policies and directives to ensure compliance with new standards; developing and conducting program analysis to evaluate the effectiveness of achieving planned goals and objectives; and preparing statistical data, reports, justifications, and computations.

Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
OR
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.
