This vacancy is for a Computer Scientist position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Computer Scientist, 1550, 7/9/11/12, FPL GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Write programs with expertise in object-oriented programing, data wrangling, and relational database to maintain and enhance programs for new or existing complex applications with large data volume that perform survey lifecycle functions. Provide support for alignment of technology and technology solutions with business needs to include support of the survey lifecycle. Work with business areas and data science teams to define, build and deploy innovative IT solutions to include Cloud. Adhere to the agency's Software Development Life Cycle (SDLC) guidelines and policies when writing programs for applications that perform survey lifecycle functions. Work on teams and groups to accomplish agency missions and goals.

Qualifications

Minimum Education Requirement: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. AND Specialized Experience: For the GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Experience for this position includes Experience designing, coding, and testing software; participating on a cross area team that has gathered requirements and created a new system or upgraded an existing system; training history/transcripts or experience showing exposure to new or outside existing technology. OR Education: 1 year of graduate level education or superior academic achievement 3.0 or higher GPA Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes experience applying knowledge of programming, software development, and problem solving to support software and system development, participating in the development of innovative software solutions for projects involving large volumes of data, developing, with assistance, software systems using knowledge of techniques, procedures, and processes such as data structures, service-oriented architecture, software engineering, and computer communication. OR Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes applying knowledge of programming, software development, and problem solving to support software and system development; participating in the development of innovative software solutions for projects involving large volumes of data; developing, with assistance, software systems using knowledge of techniques, procedures, and processes such as data structures, service-oriented architecture, software engineering, and computer communication; analyzing needs and product requirements to create software designs and code based on a specified rule or set of rules; and investigating system concepts and system interactions in assigned areas to identify and/or predict software engineering problem areas limiting the effectiveness of the system, determines methods of solution to these areas, and recommends approved courses of action. OR Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes applying knowledge of programming, software development, and problem solving to support software and system development; participating in the development of innovative software solutions for projects involving large volumes of data; developing software systems using knowledge of techniques, procedures, and processes such as data structures, service-oriented architecture, software engineering, and computer communication; analyzing needs and product requirements to create software designs and code based on a specified rule or set of rules; and investigating system concepts and system interactions in assigned areas to identify and/or predict software engineering problem areas limiting the effectiveness of the system, determines methods of solution to these areas, and recommends approved courses of action; utilizing knowledge of the design characteristics, limitations and potential applications of systems having the ability to transform information and of broad areas of applications of computing, which have common structures, processes and techniques. OR Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
