The employee functions as an Education Technician (OA) within the Education Service, overseeing new employee orientation and providing budgetary and administrative support for education and staff development activities for the VA Black Hills Health Care System.
Duties
Major duties include but are not limited to:
Provides overall management of the New Employee Orientation (NEO) program.
Develops, maintains and implements the NEO agenda/schedule.
Obtains list of new employees attending the monthly NEO sessions from Human Resources.
Tracks and assists with regular training for new supervisors regarding personnel documentation management.
Serves as the Fund Control Point (FCP) manager for Education Service, to include services and supplies, employee academic tuition reimbursement, VISN and national education programs (i.e. VANEEP, NNEI & EISP), and both mandated/required and optional employee continuing education/training.
Briefing the Chief of Education/DLO regarding all aspects of the Service budget; to include providing a quarterly report of all obligations, balances of fund control points.
Incumbent is the primary purchase card holder for Education Service.
Independently performs the logistical support work necessary to ensure the effective operation of training program activities coordinated through Education Service.
Constructing education offering agendas/schedules, coordinating the use of training facilities, obtaining needed training materials, reserving rooms via online scheduler, ensures equipment is available and functioning, and other logistical support as needed/requested.
Designs and prints advertisements and other materials for training events.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing various budget related duties such as reconciling purchase cards and/or obligating funds for purchases; prioritizing work to meet deadlines; developing training materials and conducting training; processing reports and entering data; maintaining records; and completing memos and/or other forms of written communications.
