The Central Texas Veterans Health Care System is seeking a highly qualified Budget Analyst. The Budget Analyst is to perform specialized budgetary administrative functions in the formulation, execution, and review of assigned portions of the appropriated fund budget of the employing Department of Veterans Affairs Medical Center and related activities pertaining to the Care in the Community (CITC) program.

Duties

Major duties include, but not limited to: Management and Maintenance of Fund Control Points and Obligations (50%) Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests (e.g., estimates of the funding needs of service line fund control points). Crosschecks the accuracy of budget and program data; changes or recommends the adjustment of inconsistent totals, subtotals, and individual entries. Monitors and tracks obligations and expenditures for base support functions throughout the execution phase of the annual operating budget. Verify obligations and expenditures occur on a timely basis in accordance with the annual operating plan. Reports variations in excess of accepted funding limitations to activity managers. Recommends transfer of funds between budget object code classifications and line item accounts under the same appropriation or allotment. Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents. Responsible for the budget management of the CITC program to include fund control points and accountability of funds. Completes monthly CITC budget reconciliation reports and processes cost transfers and prepares journal vouchers (JV) for current and prior year obligations. Audits, Inspections, and Management Controls (25%) Prepares data summaries for inclusion in routine and special reports on budget execution and applies basic statistical formulas (e.g., cost benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects, program reviews, and service level annual budget projections. Researches guides to extract legal, regulatory program, and budgetary information for use by the supervisor or higher-graded analysts. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control operating programs, and the accomplishment, evaluation, monitoring of audits and inspections. Program Oversight (25%) Analyzes and evaluates on a quantitative basis, the effectiveness of operations in meeting established goals and objectives. Performs cost effectiveness studies using various Fiscal Service records and other data source reports. Prepares special reports or studies as assigned by the supervisor, Finance, or members of the Executive Leadership Team. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this vacancy, applicants must have held grade GS-5 or higher for at least a year to be eligible for the GS-7 grade level of this position; GS-7 or higher for at least a year to be eligible for the GS-9 grade level of this position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: basic knowledge and understanding of governing budgetary policies, procedures and regulations to ensure that budget forecasts and estimates conform to requirements, guidelines and financial objectives; use independent judgment and organizational skills to establish work priorities, meet deadlines, and accomplish assigned tasks; contribute to budget management of a program to include fund control points and accountability of funds; use automated financial system software and applications to perform work processes OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate-level education or superior academic achievement (TRANSCRIPT REQUIRED). S.A.A. is based on class standing: applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses., grade-point average: a-3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b-3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or honor society membership as outlined by the Association of College Honor Societies. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures and regulations to insure that budget forecasts and estimates conform to requirements, guidelines and financial objectives; analysis and resolution of a range of budgetary problems, such as the development of alternative methods of funding; formulation of budget estimates for programs in which objectives, work processes, staffing needs and funding requirements have changed to the extent that substantial re-budgeting is required each year; and development and administration of budget execution plans for reimbursable funded activities subject to fluctuating revenues and changing demands for services which necessitate reprogramming throughout the year; skill in identification, analysis and conceptualization of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives (such as increasing workload coupled with decreasing availability of funds for salaries, supplies and equipment). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
