The Central Texas Veterans Health Care System is seeking a highly qualified Budget Analyst. The Budget Analyst is to perform specialized budgetary administrative functions in the formulation, execution, and review of assigned portions of the appropriated fund budget of the employing Department of Veterans Affairs Medical Center and related activities pertaining to the Care in the Community (CITC) program.

Duties

Performs routine budget analysis functions in assigned areas. Work may be performed in any segment of the budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget execution. Duties typically performed include the following: Gathering and reviewing a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget forecast; assisting in the preparation of budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers; reviewing budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring the budget; recommending reprogramming of funds as needed; forecasting shortfalls and actions necessary to accommodate changes; continually monitoring fund control point expenditures; projecting cost and analyzing workloads and trends for possible adjustment; providing financial advice, budget support, and presentations to facility leaders for the CITC Program. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00 am - 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this vacancy, applicants must have held grade GS-5 or higher for at least a year to be eligible for the GS-7 grade level of this position; GS-7 or higher for at least a year to be eligible for the GS-9 grade level of this position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: basic knowledge and understanding of governing budgetary policies, procedures and regulations to insure that budget forecasts and estimates conform to requirements, guidelines and financial objectives; establishing and updating vendor information and will coordinate the vendorization process with the Austin Finance Center; and basic knowledge and understanding of health care system operations including the Care in the Community program OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate-level education or superior academic achievement (TRANSCRIPT REQUIRED). S.A.A. is based on: class standing: applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses., grade-point average: a-3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b-3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or honor society membership as outlined by the Association of College Honor Societies. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and understanding of governing budgetary policies, procedures and regulations to insure that budget forecasts and estimates conform to requirements, guidelines and financial objectives; establishing and updating vendor information and will coordinate the vendorization process with the Austin Finance Center; and knowledge and understanding of health care system operations including the Care in the Community program OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
