The primary purpose of this position is to serve as a technical director/senior intelligence specialist directly responsible for overseeing the 691 st Intelligence Surveillance and Reconnaissance Group (691 ISRG) operations and resource management activities.

Duties
- Performs intelligence and resource management activities for 691 ISRG units. As a recognized technical expert for AF ISR operations and cryptologic Analysis and Production (A&P), provides authoritative counsel and advice to the 691 ISRG Commander, staff, and subordinate squadron commanders and their staffs, and for all national and tactical JSR-related operations and program issues.
- Oversees development, review, and coordination of policies and requirements to meet mission needs.
- Provides technical expertise/advice to 691 ISRG senior leaders on cryptologic Collection & Operations systems, tools, concepts, and architectures.
- Provides expert workforce counsel and advice to 691 ISRG senior leaders.
- Leads development of current and long-range fiscal and manpower resource requirements.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to acquire and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI).

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Experience in AF cryptology or operations research, combined with ISR operations planning, execution, and management expertise is required.
- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
- NSA Access: The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1 for access to NSA sites and systems.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of signals intelligence governance and execution. intelligence requirements process, requirements validation process, collections tasking and data processing, database processing, database management, performance measures, customer satisfaction mechanisms and supplier quality indicator. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of signals intelligence governance and execution. intelligence requirements process, requirements validation process, collections tasking and data processing, database processing, database management, performance measures, customer satisfaction mechanisms and supplier quality indicator.
2. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations and knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources.
3. In-depth skill in analysis and production of reports and other products which are responsive to the specific needs of customers to include formulating, gathering, organizing and analyzing information; resolving conflicts; and presenting clear and concise findings; and highly skilled in the interpretation, evaluation and integration of intelligence information from all sources and be familiar with related non-intelligence activities.
4. Extremely skilled in verbal and written communication techniques to produce command and national products, present briefings, present and discuss a position effectively, and to participate in DoD and IC working groups as a spokesperson for and a recognized authority on positions within the intelligence community.
5. Extraordinary degree of skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating and resolving conflicts with a variety of individuals and groups across the IC and external organizations.
6. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implication of such data; to make decisions, estimates, recommendations and decisions under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing; and to effectively present/argue a position.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic sho1i notice drug testing.
