The major responsibility of this position is to support the Mental Health Clinical Center (MHCC), and to assist in accomplishing the mission of the MHCC and VAMHCS. The Supervisory Health System Specialist oversees the Clinical Management Team for MHCC at the VAMHCS. This Team is responsible for oversight of clinical grid management , consult management, bookability, access, revenue optimization, and scheduling/efficiency.
Duties
Major Duties:
Oversees the Clinical Management Team for the Mental Health Clinical Center at the VAMHCS. This team is responsible for oversight of clinical grid management, consult management, bookability, access, revenue optimization, and scheduling/efficiency.
Collects program reports, statistical data, and program performance monitors/measures from MHCC programs and departments and trends, analyzes, interprets, and presents information with recommendations to the Mental Health Executive leadership team
Responsible for the full oversight of all scheduling efforts and needs within the MHCC, ensuring that consults are being received and acted on in a timely manner across all clinical services; that Return To Clinic (RTC) orders are being entered and processed efficiently; and that all Veteran scheduling/rescheduling efforts are taking place in line with VA Directives 1230/1231/1232. This oversight will include ensuring that clinic grids are being appropriately utilized by MSAs, so that utilization & bookability will be accurately reflected in PowerBI databases, and any other data sources used by VAMHCS to assess access.
Ensures that all clinical providers have the tools and equipment they need to complete their duties. This requires facilitation of equipment entries into SEP-G/EER, ensuring contracts are intact, ensuring purchases are being made in a timely manner to accommodate clinical staff needs, and that Environment of Care (EOC) findings are remediated.
Assists all MHCC employees, including all MHCC Program Managers and Program Coordinators, with training on appropriate memos, SOPs, Policies, and correspondence germane to VAMHCS, VISN 5, and VACO.
Will be the primary Delegated Authority (DA), in the absence of the Business Manager, MHCC to maintain the completion of all Business Manager duties and must demonstrate independent decision-making while covering for the Business Manager.
Supervises and directs the clinical management team functions within the MHCC. The work supervised impacts staff and Veterans located at all VAMHCS locations including Baltimore Medical Center, Perry Point Medical Center, Loch Raven Medical Center, and the Community Based Outpatient Clinics.
Provides leadership for the program functions, activities, operations, and staff involved in the administrative and business operations of multiple services.
The first line supervisor of 9.0 FTEE, and provides secondary technical and administrative supervision to 34 GS-0679-5/6/7 Medical Support
Assistants through subordinate supervisors.
Work Schedule: Monday - Friday 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GS 12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization.

Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work
