The VAMHCS is part of the VA Capitol Health Care Network and Veterans Integrated Service Network (VISN) 5, covering Maryland, the District of Columbia, and portions of Virginia, West Virginia, and Pennsylvania. VAMHCS Outpatient care includes both primary and specialty care, exceeds 693,000 visits per year, and provides outpatient, inpatient, residential and long term care to a patient population exceeding 55,000 Veterans.

Duties

Duties may include: The Health Systems Specialist (HSS)/Business Manager is responsible for overall management of QSI administrative and operational functions, is a senior leader within the VAMHCS Quality Patient Safety Program and is responsible for overall program management which includes but is not limited to; planning, organizing, coordinating, controlling, reviewing, evaluating, and improving quality, performance measures, systems redesign, and efficiency practices, as well as performance improvement, risk management, patient safety, patient flow, infection control, and accreditation practices and procedures across the VAMHCS. Conducts surveys and makes recommendations of utilization of space, resource allocation, and equipment recommendations and budget proposals; by developing quality improvement monitors; and managing positions within the department; and by coordinating the department's activities with VA and non-VA programs so as to provide optimum quality, safety, economy, and satisfaction in patient care. Provide executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts. Utilize current trends and relevant theories in an analytical framework to design/modify, implement, and measure integrated programs and activities to achieve clinical and administrative goals of the VAMHCS/VISN/VHA. Evaluate the Office of QPS outcomes against strategic priorities; demonstrates substantial and continuous responsibility for directing and managing an integrated program; serve as a consultant to all VAMHCS staff and greater community in the QPS areas of expertise. Establishes or collaborates to establish VAMHCS policies, procedures and protocols consistent with VISN 5, Veterans Health Administration (VHA) and VA corporate guidelines. He/she determines program goals and objectives, and develops short-range and long-range plans for achieving strategic direction consistent with VISN 5, VHA and VA Strategic, Performance and Operating goals Work Schedule: Monday - Friday, 08:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collaborates with staff, other disciplines, faculty, and peers across the VAMHCS in evaluating various activities and programs. Leads research or research utilization in the areas of QPS, health and/or management systems which are congruent with the organization's mission and goals. Establish processes to support evidence-based clinical and administrative practice, including developing, conducting, and evaluating research activities. Assists the CQO in developing systems and processes to support employee participation, at all levels, in the interdisciplinary work groups tasked to follow-up and correct deficiencies, recommendations, and opportunities for improvement from regulatory agencies. He/she is responsible for facilitation, problem-solving and follow-up of regulatory site visits or surveys. Aggregates data and participates in the budget process to plan for current, emerging, and future resource requirements (financial, human, materiel and/or informational). Serves as the approving official on all FCPs and Purchase Cards. Provides leadership in determining allocation of resources (financial, human, materiel and/or informational). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration Preferred Experience: 2-4 years as a GS-12 Incumbent must have skills in evaluative methods both quantitively and qualitatively. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent is required to travel domestically. Work within the office is primarily sedentary, although physical effort may be required. The physical demands of the position are of an ordinary nature. Mobility is required in order to gather data in various clinical settings. Work Environment: Work is performed in an office environment. It is necessary at times to travel to the different facilities and outpatient clinics domestically within the VA Health Care System. Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required of incumbent.
