The primary purpose of this position is to Chief of support flight provides planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the USAFWS Group. Coordinates with the Director of Staff for Operations, Maintenance Operations Center, and Flight Scheduling personnel.
Duties
Plans, organizes, and directs the activities of USAFWS group, ensuring that Flight Operations complies with legal and regulatory requirements and meets customer needs.
Represents USAFWS Group with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with DOD, DOE, Nevada National Security Site, USAFWC, 57WG, NTTR, 53TEG, 57ATG, 570G, 57MXG, USAF ADS and 99ABW agencies.
Serves as the USAFWS Group lead for the Nellis Strategic Planning Cell. Charged with prioritizing operations and resources based on FAA regulations/laws, higher headquarters policy, COMACC directives, and unit imperatives regarding range scheduling, adversary employment, mission de-confliction, and support requirements.
Exercises supervisory personnel management responsibilities.Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes includes thorough knowledge of the current goals and missions must be coupled with a thorough knowledge of flight operations, scheduling policies, directives, and procedures as they relate to testing, aircrew training, and weapons systems. Expert knowledge of Air Force operations, resources management systems, associated programs, interface requirements, and retrieval language. Knowledge of AF and DoD security procedures. Knowledge of basic techniques to evaluate operations processes, identify problem areas and probable causes, and make recommendations on problem solutions.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of airspace scheduling procedures, limitations, governing regulations, and policies. Knowledge and understanding of federal, state, and local laws and regulations, range contractual agreements, and NTTR policies.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Ability to independently analyze a variety of planning alternatives, identify the best solution for airspace scheduling, and issue decisions for mission execution.
Knowledge of and experience with all facets of individual aircraft/air vehicles pertinent to the integration of those weapon systems in the execution of ground and flight operations, maintenance and logistics, and encompassing procedures and practices.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
