Duties
Serves as Chief of a Regional Office, Army NAF Contracting with responsibility for planning, managing, and executing a comprehensive acquisition program to meet the needs of MWR at the region, installation, and serviced activities. Scope of the program includes contract awards, contract administration and purchasing functions to include the purchase card program. Acquisitions include a variety of supplies, services, and construction. Incumbent exercises management control and provides technical and administrative supervision over employees engaged in the procurement and contracting for recurring, special, and emergency requirements.
Administratively and technically responsible for all purchasing agents, contract specialists, procurement analysts, and administrative support personnel. Makes decisions in matters pertaining to procurement regulatory guidance, methods of acquisition, and deviations from recognized procedures when required to meet peculiar circumstances or unprecedented transactions. Interprets and implements requirements imposed by higher authority involving regulations, laws, and good business practices. Advises the CAO and requiring activities on matters pertaining to acquisition issues, limitations, or permissive aspects of procurement laws, regulations, and various Army decisions. Incumbent ensures that adequate internal control systems are developed and operative so that NAFI and Government resources are efficiently and effectively managed.
Performs the full range of supervisory personnel management duties. Performs other duties as assigned.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Progressively responsible work experience at or equivalent to the next lower level indicating the knowledge, skills, and abilities to perform successfully the work of the position. Must possess a demonstrated expert-level knowledge of federal contracting regulations, laws, practices, and acquisition planning. Must have experience managing multi-million dollar procurements requiring source selection procedures. Must possess proven leadership ability gained through successfully supervising or leading contracting professionals. Must be highly skilled in written and verbal communications sufficient to provide formal presentations to senior command leadership. Must be proficient in Microsoft Windows, Word, Excel, Power Point, and other software.
A bachelor's degree or higher in a closely related discipline; Certified Professional Contract Manager (CPCM); DAWIA II/III in contracting; NAF Contracting Certification and Career Management Program (TCCMP) Level II/III; or other applicable professional certification is preferred.
