This position is located within the Public Affairs under the Office of the Director at Harry S. Truman Memorial Veterans' Hospital in Columbia, Missouri and is responsible for a wide range of audiovisual products to include, but are not limited to, photographic media, video production, audiovisual support, graphic design, management of the medical center's digital media platform, and management of the service's purchase card.
Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Duties may include, but are not limited to the following:
Develops, coordinates, and implements a vast array of media productions.
Provides audiovisual support for large conferences and certain special events off station.
Provides consultation and assistance with providers and educators to achieve service line goals.
Meets with clients to discuss their needs and expectations as they relate to the production of graphic products.
Seeks means of improving existing methods and techniques by utilizing available equipment and
materials and devises new methods to accomplish assignments of a nonroutine nature.
Prepares signage, forms, charts, graphs, maps, and illustrations.
Develops concepts for publications and presentation materials from rough diagrams and often vague guidelines that are provided by the client.
Collaborates in planning sessions with clients and subject-matter experts in the creative use of images and devices to communicate ideas.
Produces complete, accurate, complex, high level, visual information products using highly sophisticated and dedicated computer graphics systems and programs.
Utilizes a wide variety of arts and graphic arts multimedia and materials.
Provides photographic support for clinical, educational, research, studio portraits, patient physiological photography, historical documentation, and public affairs photojournalism.
Coordinates logistical arrangements and/or recordings that are either face-to-face or through tele video means, such as Facebook Live, for trainings, conferences, meetings, etc.
Serves as purchase card clerk for the Public Affairs Marketing and Medical Media control points.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-9 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of a Visual Information Specialist GS-9. Specialized experience includes: Assisting with developing, coordinating, and implementing a vast array of media productions; producing a variety of materials, including the design and layout, for digital and print platforms such as infographics, brochures, flyers, etc; using digital processing techniques; serving as a purchase card clerk; and planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Additional experience in InDesign software and other Adobe Creative Cloud tools is preferred. NOTE: Your experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

EDUCATION: Have successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree with major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. This education must have been obtained at an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. -OR-
COMBINATION: Have an equivalent combination of successfully completed graduate-level education and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Physical demands include walking, bending, stooping, and standing for extended periods of time. On occasion, lifting and transportation of moderately heavy equipment (40 lbs.) is required. Employee drives a vehicle to transport material to off- station programs.
