Duties

Duties may include but limited to: The Visual Information Specialist is responsible for a wide range of audiovisual products to include, but are not limited to, photographic media, video production, audiovisual support, graphic design, management of the medical center's digital media platform, and management of the service's purchase card. Develops, coordinates, and implements a vast array of media productions. Manages medical center's digital monitor displays. Provides audiovisual support for large conferences and certain special events off station. Provides consultation and assistance with providers and educators to achieve service line goals. Is responsible for adapting to new technology as it is introduced, in particular, computer-based systems for photographic media, graphic design, and video production. Creatively seeks means of improving existing methods and techniques by utilizing available equipment and materials and devises new methods to accomplish assignments of a nonroutine nature. Assignments include occasional minor changes in tour of duty. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This position is located in Public Affairs under the Office of the Assistant Director at Harry S. Truman Memorial Veterans Hospital in Columbia, Missouri. Seventy-five percent of this position is graphic design. Other duties include photography (portraiture, event, and medical-related photography), printing, purchase card management, videography/editing, and digital monitor management. Preferred experience: Proficiency with Adobe Creative Cloud applications, to include InDesign, Photoshop, Acrobat Pro, and Premiere Pro. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. To qualify for the GS 1084 occupational series, applicants MUST possess the following (Your resume must reflect your response and or transcript required for education). Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. or Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For the GS-9: You may qualify based on your experience and/or education as described below: Specialized Experience: For the GS-9, you must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Performs these duties under close supervision OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree (Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.) or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) For the GS-11: You may qualify based on your experience and/or education as described below: Specialized Experience: For the GS-11, you must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Performs duties independently without any supervision. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Physical Requirements: Physical demands include walking, bending, stooping, and standing for extended periods of time. On occasion, lifting and transportation of moderately heavy equipment (40 lbs.) is required. Employee drives a vehicle to transport material to off-station programs.
