You will serve as an OPNAV Program Analyst for Information Warfare programs providing direction, advice, and support for C4ISR programs and related military construction projects. You will provide Planning, Programming, Budgeting, and Execution (PPBE) management and related services to assist with programming and planning functions. This position is located within the Portfolio Management Branch of DNI/DDNI OPNAV SUPPORT STAFF in Arlington, Virginia.
Duties
You will apply an understanding of budgetary and financial management principles and techniques as they relate to planning of programs and objectives.
You will formulate plans, service positions, procedures and objectives to implement and maintain budgets for programs.
You will review and analyze the execution of Navy programs by reviewing reports and findings of studies.
You will prepare written product and delivers oral presentations on programs.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Formulate plans, procedures, and objectives to implement and maintain budgets for programs;
Utilize knowledge of federal programming and planning processes to evaluate discrepancies in resource allocation;
Review and analyze the execution of programs, comparing cost benefits, cost projections, and programmatic factors and ensuring mission requirements are met;
Collaborate with acquisition and budget teams on developing oral presentations and prepare written reports to justify and defend budget submissions.
